State of California's Department of Conservation seeks an Information Technology Manager I to lead the IT procurement and compliance program, directing governance, strategy, and oversight of IT acquisitions including goods, services, software, cloud, and telecom.
The position is located in Downtown Sacramento with a hybrid schedule. Salary ranges from 9,387 to 12,579 USD per month, contingent on budget, with benefits and retirement.

Effective July 1, 2025, the California Department of Human Resources (CalHR) implemented the Personal Leave Program 2025 (PLP 2025) which reduces an employee’s monthly salary by 3%(BU 1) in exchange for leave credits. The salary range(s) included on this job advertisement do not reflect this reduction in pay. Employees appointed to this classification will have their monthly salary reduced and will accrue PLP 2025 hours on the first day of each pay period in accordance with their applicable Bargaining Unit contract.
Under the general direction of the Chief Information Officer (CIO), the Information Technology Manager I (ITM I) serves as the manager of the Department of Conservation (DOC) Information Technology Procurement and Compliance Branch and is responsible for management, governance, strategic direction, and oversight of the Department’s enterprise information technology (IT) procurement program. The incumbent manages the acquisition of IT goods, services, software, cloud services, and telecommunications; administers and safeguards the Department’s delegated IT purchasing authority; establishes procurement policies, standards, internal controls, and business processes; and ensures compliance with applicable state laws, regulations, policies, and control agency requirements. The ITM I exercises a high degree of independent judgment in evaluating complex procurement, contractual, fiscal, compliance, security, and technology issues and provides recommendations to division management, the CIO, executive management, and Department programs regarding acquisition strategies, procurement risk, and technology investments. The incumbent represents the Department with the Department of General Services (DGS), California Department of Technology (CDT), California Natural Resources Agency (CNRA), vendors, and other control agencies and stakeholders on significant IT procurement matters. The ITM I plans, organizes, directs, and evaluates the work of professional IT procurement staff and is accountable for the effectiveness, compliance, and continuous improvement of the Department's IT procurement program.

This position is located in Downtown Sacramento and is eligible for a hybrid telework schedule, with employees required to work in-person at 715 P Street, Sacramento, CA 95814.
