Job summary

CDM Smith in the United States seeks a Delivery Leader / Program Manager to lead and expand our federal construction portfolio in the Indo-Pacific region, with postings in Hawaii, Guam, or Greater Indo-Pacific.

You will develop pursuit strategies, manage staffing and budgets, and ensure profitable project delivery while building strong client relationships and guiding complex projects in remote locations.

Qualifications

• Extensive knowledge of industry practices, processes, design, finance, health and safety, and management.
• Complete understanding of the full CDM Smith service range, including financial operations, marketing and employee relations and labor relations.
• Bachelor's degree required; 10 years of related experience preferred.

Responsibilities

• Develop pursuit strategies, teaming partners, bidding tactics, and resources for complex projects in the Indo-Pacific.
• Plan and conduct work using standard engineering/construction techniques and criteria.
• Create project definitions, schedules, budgets and objectives for challenging locations.
• Prepare detailed statements of work with WBS and obtain concurrence from stakeholders.
• Assess risk and outline mitigation; ensure adherence to PM policies and practices.
• Manage project costs and profitability; identify residual risk.
• Monitor project status and escalate risks as needed; implement mitigations.
• Coordinate staffing and external resources; manage procurement as needed.
• Build and maintain strong client relationships and manage expectations.
• Collaborate with sales to evaluate new work and assist with scoping and costing.
