Job summary

CDM Smith seeks a Delivery Leader / Program Manager to lead and expand its federal construction portfolio in the Indo-Pacific region, including Hawaii and Guam. You will develop pursuit strategies, manage budgets and staffing, and ensure client satisfaction on complex projects across remote locations.

The role requires a Bachelor's degree and 10 years of related experience, with the ability to travel up to 50% annually. Proven leadership and stakeholder management are essential.

Qualifications

• Bachelor's degree and 10 years of related experience required.
• Domestic and/or international travel may be required; travel up to 50% annually.
• Equivalent additional directly related experience will be considered in lieu of a degree.

Responsibilities

• Develop pursuit strategies, including teaming partners, bidding tactics, and resources required to deliver projects in complex Indo-Pacific locations.
• Plans and conducts work requiring judgment in the evaluation, selection, and application of standard engineering or construction techniques.
• Create project definitions, schedules, budgets and objectives for projects using experience in executing work in difficult locations.
• Prepare detailed statements of work with WBS and gains concurrence from stakeholders.
• Assess potential project risk and outline risk mitigation solutions; ensure PM policies are followed.
• Manage project costs and profitability; identify residual risk and communicate it.
• Review project status; monitor risks and escalate as appropriate.
• Work with team and stakeholders to manage changes to requirements and schedules.
• Develop and implement project resource plan and staffing; identify outside resources as needed.
• Build and maintain strong client relationships and ensure client satisfaction.
• Support sales and scoping activities for potential new work.
