Overview
The IMPD Human Resources Specialist provides support to the organization using specialized human resources knowledge, skills, and experience. The role supports and participates in projects across a range of HR disciplines, with a primary focus on maintaining employee records and filing systems, regulatory reporting, and assisting with selection processes for new hires and promotions. A key responsibility area is administering leave of absence and serving as a medical liaison.
While the position may begin with a primary area of responsibility, the incumbent may rotate through multiple HR functions to support professional development and expand the impact of the role.

Position Responsibilities
- Maintain personnel, medical, background, and related records and files; assist with planning, development, and implementation of file management systems, including records retention and archival needs.
- Monitor information in files to ensure compliance with Department policy and legal guidelines; update files as needed.
- Monitor and control access and release of files according to Department policy, ensuring confidentiality.
- Respond to requests for file access, including public records requests, employees, subpoenas, and inquiries involving the Office of Corporation Counsel.
- Support hiring and promotion processes at a variety of locations.
- Proctor examinations and assessments; monitor raters and assessors.
- Conduct quality control of examination and assessment materials, including scoring sheets, scantrons, surveys, and recording devices.
- Read instructions to groups of applicants and candidates.
- Compile and maintain records related to sworn employee use of medical leave time, gather required mark-off information, analyze data for trends or abuse, and monitor extended leave for compliance with departmental policy.
- Monitor compliance with terms of attendance probation.
- In Medical Liaison absence, log recordable injuries, illnesses, and fatalities; complete and submit required regulatory reports (OSHA 300).
- Assist in administering the IMPD limited duty program, including monitoring doctor statements and verifying eligibility for off work, restricted duty, or full-duty.
- Monitor employees on restricted duty, assign duties according to medical restrictions, verify release to full-duty, and coordinate return to work.
- Update human resources information systems to ensure data remains accurate and current; maintain database records such as commendations and military records.
- Coordinate internal transfer and reassignment requests and position opening bulletins; receive and process requests; compile officer personnel profiles and submit them to requesting managers; maintain and update records related to bulletins, applications, and selection status.
- Assist with the production, proofreading, distribution, and filing of personnel orders.
- Resolve routine issues and employee concerns.
- Develop liaison relationships with managers, department heads, support staff, and HR.
- Assist with coordination of specialized programs such as training and development; may present training and/or information programs to groups of employees and leadership.
- Prepare and run special reports, monthly or as required.
- Maintain confidentiality of all information.
- Coordinate departmental fitness-for-duty evaluations with appropriate medical and psychological services, including scheduling appointments, directing employee attendance, receiving results, and following up with employees.
- In the supervisor's absence, serve as a liaison between IMPD, city or county offices, and third-party administrators regarding worker's compensation claims, benefits, invoice reconciliation, and related questions or problems.
- May confer with the Office of Corporation Counsel to ensure compliance with applicable laws.
- Perform other duties as management may deem necessary from time to time.
Qualifications
Minimum Job Requirements and Qualifications
- Associate degree in Business, Organizational Development, or Human Resources, or a related field, and three (3) years of relevant work experience required (examples include Human Resources, Business, or Finance).
- One (1) year of related work experience may be substituted for each year of required education.
- Knowledge of laws, rules, and regulations.
- Ability to coordinate multiple projects and meet deadlines.
- Knowledge of spreadsheet(s), database(s), and other software is required.
- Knowledge of Microsoft Access.
- Knowledge of applicant tracking systems and HR information systems.
- Excellent written and verbal communication skills.
- Positive and productive interaction with employees, vendors, leadership, and union participants.
- Ability to prioritize daily demands, organize projects for timely completion, and address issues where there is potential for a broader systems problem.
- Discretion handling very sensitive and private matters is required.
Preferred Job Requirements and Qualifications
- Bachelor’s degree in a related area.
- Experience with Oracle PeopleSoft HCM and NeoGov.
- Experience working for city or county government.
- IMPD or other law enforcement agency experience.
- HR Certifications.
- Law enforcement experience.
