Job summary

State of Colorado’s Colorado Energy Office seeks a Program Manager - Codes & Standards to guide building energy code development, adoption and program delivery. This role leads contracts with vendors and grantees, engages with public and private stakeholders, and reports on goals and budgets while aligning with statewide decarbonization objectives.

The position reports to the Associate Director for Building Decarbonization and supports multiple programs under the Building Decarbonization Unit,

Qualifications

• Three years of professional experience, or a bachelor’s degree in a related field and two years of professional experience.
• Knowledge about energy or building energy issues in Colorado is preferred.
• Background in grant management, administration, policy or reporting.
• Excellent written, oral, and presentation communication skills.
• Highly motivated and detail oriented.
• Strong quantitative and analytical skills.
• Team player with excellent interpersonal, listening, and diplomacy skills.
• Demonstrates initiative and strong work ethic.
• Strong time management and organizational skills.
• Familiarity with Microsoft Office and Google Suite.

Responsibilities

• Provide creativity and guidance on Colorado’s building policy initiatives.
• Lead administration of the Energy Code Adoption & Enforcement Grant Program and track local government compliance.
• Lead implementation of federal funding awards for building energy codes, including design, implementation, and reporting.
• Assist with updating building energy codes and administration of the Energy Code Board.
• Support building decarbonization programs funded under the Building Decarbonization Enterprise Fund.
• Develop programs and administer contracts with third-party vendors and grantees.
• Manage procurement, invoicing, reporting, and budget management for programs.
• Maintain positive relationships with program stakeholders and external partners.
• Participate in stakeholder group meetings and assist with communications materials.
