Job summary

The Colorado Energy Office (CEO) seeks a Program Manager - Codes & Standards to guide building code deployment for new construction and major retrofits under building decarbonization initiatives. You will manage contracts with vendors and grantees, engage with public and private stakeholders, and report on goals and budgets.

You will lead design and delivery across building energy code programs, oversee federal awards, and contribute to statewide decarbonization strategies, including HB 22-1362

Qualifications

  • Three years of professional experience, or a bachelor’s degree in a related field and two years of professional experience.
  • Knowledge about energy and/or building energy issues in Colorado strongly preferred.
  • Background in grant management, administration, policy or reporting.
  • Excellent written, oral, and presentation communication skills.
  • Highly motivated and detail oriented.

Description Of Job

Starting Salary: $70,012.80 - $90,001.60 Annually

  • This position is eligible for a hybrid and/or remote working arrangement. Hybrid positions are expected to be present at the office location for no less than one day per work week.

Colorado has established statewide emission targets to reduce GHG emissions based on the levels that existed in 2005, including a 26% reduction by 2025, a 50% reduction by 2030, and a 100% reduction by 2050. The built environment is a top source of greenhouse gas emissions, and while CEO has worked on building energy efficiency for years, we are significantly expanding our focus on building decarbonization, including through developing and implementing stronger statewide minimum energy codes and launching market transformation initiatives to stimulate and lower the costs of building electrification and energy efficiency to reduce emissions.

This position presents an opportunity to guide key building stakeholders in reducing their building-related emissions and to gain experience in developing pioneering public private partnerships. The Program Manager - Codes & Standards will support programming across the Building Decarbonization teams’ Codes and Standards programs, including on deployment of building energy codes for new construction and major retrofits of existing buildings and delivering innovative programming to commercial and multifamily buildings covered under the Building Performance Colorado program.

This position will work to support deployment of building energy codes as laid out under House Bill 22-1362 , which set forth new state requirements for building energy code development, funding as well as requirements for local adoption. This position will lead all aspects of program design and delivery including developing and administering contracts with third-party vendors and grantees, engaging with key public and private sector building sector stakeholders, reporting on goals and metrics, monitoring relevant clean energy policy, and providing timely budget evaluation and program analysis. The Program Manager - Codes & Standards will also have the opportunity to support other programmatic initiatives to support Colorado building decarbonization, including the development and delivery of programming funded by the Building Decarbonization Enterprise Fund and federally funded building decarbonization pilot programs. This position will report to the Associate Director for Building Decarbonization.

General Duties And Responsibilities
Program Management
  • Provide creativity and guidance on some of Colorado’s most critical and innovative emerging building policy initiatives.
  • Lead management and administration of CEO’s Energy Code Adoption & Enforcement Grant Program including tracking and reporting local government compliance with the state’s minimum building energy codes.
  • Lead implementation of federal funding awards (as applicable) intended to drive adoption and implementation of advanced building codes, including program design, implementation, and reporting.
  • Assist with the development of updated building energy codes and administration of the state’s Energy Code Board, which is the body that develops new statewide building energy codes for Colorado.
  • Assist with development and implementation of building decarbonization programs funded under the Building Decarbonization Enterprise Fund.
  • Assist with development and implementation of a new federally-funded pilot program providing technical assistance on building decarbonization to small- and medium-sized commercial buildings.
  • Perform program administration responsibilities including procurement, vendor or grantee invoicing and reporting, and budget management, and ensure successful achievement of program objectives.
  • Collaboratively manage and maintain positive external relationships with program stakeholders, private sector partners, and other external influencers.
  • Participate in building, utility, or other stakeholder group meetings.
  • Work with CEO communications staff to prepare collateral resources that support program recruitment and technical assistance, outreach, and educational activities including newsletters, presentations, networking, and collaboration with internal and external resources.
Research & Reporting
  • Help develop, monitor, and report on progress toward program operational measures and g oals.
  • Participate in the evaluation of program outcomes and propose changes to the Unit Director for program improvements and to support the annual strategic planning process.
  • Assist in the research and development of leading building policy and legislative activities.
  • Help promote data-driven decision making through the collection and utilization of program data
  • Support research projects, including the development of strategic work plans, scopes of work, project deliverables, and corresponding state and federal budgets.
Cross-team Collaboration
Support Initiatives Across The Building Decarbonization Unit Including
  • Coordinate closely with the Building Decarbonization Unit programs to ensure cohesive communication and engagement strategies are utilized.
  • Maintain working understanding of federal and statewide building decarbonization programs and financing available to support comprehensive deployment of resources.
  • Work alongside the Commercial Programs team within Building Decarbonization to ensure unit‑wide program success and assist with other Codes & Standards program administrative tasks as needed.
  • Support implementation of technical and finance programs to support the small-medium building market.
Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights
  • Three years of professional experience, or a bachelor’s degree in a related field ( public administration, environmental science, engineering, sustainability, et.) and two years of professional experience.
  • Knowledge about energy and/or building energy issues in Colorado strongly preferred.
  • Background in grant management, administration, policy or reporting.
  • Excellent written, oral, and presentation communication skills.
  • Highly motivated and detail oriented.
  • Strong quantitative and analytical skills.
