Job summary

The Colorado Energy Office is hiring a Program Manager for Building Decarbonization Enterprise. The role leads program development, manages budgets, coordinates with contractors and partners, and drives initiatives to reduce greenhouse gas emissions and energy costs in Colorado.

Responsibilities include program design, governance with the BDEF Board, and producing annual reports. A four-year degree plus relevant experience and strong communication skills are required.

Description Of JobStarting Salaryy: $70,012.80 - $90,001.60 Annually

  • This position is eligible for a hybrid working arrangement. Hybrid positions are expected to be present at the office location for no less than one day per work week.
General Duties And ResponsibilitiesColorado has established statewide targets to reduce GHG emissions. To help hit Colorado’s goal of zero net emissions by 2050, we are scaling up efforts to make the state’s buildings more energy-efficient. We’re looking for a collaborative leader to connect with public and private partners, drive impactful building policies, and help shape the future of clean energy in Colorado.
ResponsibilitiesThe Program Manager - Building Decarbonization Enterprise will be responsible for coordinating activities funded by the Building Decarbonization Enterprise Fund (BDEF), which was established in HB25-1269. The BDEF’s core purpose is to help large commercial and multi-family residential building owners meet the state’s greenhouse gas reduction targets under Building Performance Colorado (BPC) enabled by HB 21-1286. Key responsibilities include:
Program Management: Manage the development and implementation of BDEF-funded programs, including but not limited to energy audit programs, efficiency rebates, and operator training initiatives. Specific tasks include:
  • Collaborate with senior staff to design and scale high-impact programs, integrating workforce development and educational initiatives.
  • Gather feedback from the community to ensure programs are accessible and address market needs.
  • Work closely with vendors and contractors to ensure programs are delivered on time, within budget, and actually help building owners reduce emissions.
  • Propose and develop new programs and resources through the BDEF to address market gaps and specific building types, including under-resourced buildings.
  • Periodically evaluate programs and resources and propose revisions or adjustments to optimize alignment with evolving market needs.
Board Facilitation: Help coordinate board activities and tasks among the Board Administrator and program staff to support the 9-member BDEF Board. Specific tasks include:
  • Organize, schedule, and help run public board meetings, including preparing agendas, meeting materials, and presentations with adherence to Colorado Open Meetings Law.
  • Manage communications with individual Board members as necessary.
  • Provide internal updates to CEO leadership and partner stakeholders/agencies; including the Joint Budget Committee and Attorney’s General Office.
  • Help the Board Administrator support the Board in navigating complex decisions regarding budgets, program rules, and funding approvals.
Fiscal Reporting and Responsibility: Manage the financial tracking and impact reporting for all initiatives funded by the Building Decarbonization Enterprise, and assist with the transparent fiscal analysis needed to communicate with state leaders and key stakeholders. Specific tasks include:
  • Keep track of annual fee collection and program data to ensure the BDEF remains financially healthy and compliant with state law.
  • Contribute to annual reports on BDEF activities and budget expenditures.
  • Contribute to annual program reports for board members, taxpayers, and stakeholders.
  • Coordinate closely with CEO’s Operations and Finance team to ensure compliance with state procurement, finance, and reporting requirements.
Cross-team Collaboration: Support initiatives across the Building Decarbonization unit including:
  • Coordinate closely with the Building Performance Colorado and Communications and Engagement teams to ensure that the appropriate audiences are actively directed to the BDEF’s suite of programs.
  • Maintain working understanding of existing CEO programs and financing available to large commercial buildings to support comprehensive deployment of resources.
  • Work alongside the Commercial Programs team to ensure unit-wide program success.
  • Assist with other Building Performance Colorado program administrative tasks as needed.
Minimum QualificationsMinimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights
  • Four years of professional experience; or a bachelor’s degree in a related field (public administration, environmental science, engineering, sustainability, etc.) and three years of professional experience in a related field.
  • Experience managing programs and/or contractors working with government budgets, vendors, deliverables, and reporting.
  • Excellent written, oral communication skills, and public presentation skills.
  • Highly motivated and detail oriented.
  • Strong quantitative and analytical skills.
  • Team player with excellent interpersonal, listening, and diplomacy skills to build positive relationships.
  • Demonstrates a high level of initiative and is versatile and adaptable, solutions oriented, responsive to changing priorities, and has a strong work ethic. Ability to work both independently and in a team environment.
  • Excellent computer skills, including the Microsoft Office suite and Google suite.
Preferred Qualifications
  • Working knowledge and understanding of commercial building energy efficiency measures, building science, incentives, and relevant industry issues.
  • Previous work with commercial building stakeholders and industry groups.
  • Project management certification, Certified Energy Manager, or other similar certifications related to commercial buildings.
