Job summary

WinnCompanies is seeking a Property Manager II for Calvin Mowbray and Stephen Camper Park, a 190-unit affordable community in Cambridge, MD. Lead rent setting, renewals, occupancy, and compliance with LIHTC/HUD rules.

Collaborate with senior management, supervise maintenance, prepare the annual budget, and deliver accurate financial reporting while maintaining resident satisfaction. Monday–Friday with on-call as needed.

Qualifications

• 2-3 years of experience with Project-Based Section 8 / HUD in property management.
• Knowledge of LIHTC and HUD regulations.
• Knowledge of property management and landlord/tenant laws.
• Valid vehicle license and driving record in good standing.
• Experience with computer systems and office software.
• Excellent customer service and strong communication skills.

Responsibilities

• Collaborate with senior management to establish rent levels and renewals.
• Maintain occupancy targets and oversee move-ins/outs and recertifications.
• Ensure compliance with program regulations and site policies.
• Direct maintenance programs and ensure property files and data are accurate.
• Prepare annual budget and provide financial reporting and variance analysis.
• Solicit bids, process POs and invoices per policy, and monitor rent collection.
