Qualifications

• Graduation from an accredited four-year college or university with a degree in accounting, finance, or business administration and two years of professional budget analysis or fiscal management.
• Alternative: two years of budget analysis experience plus four years of education/experience as described, with thirty semester hours counting as one year.
• Or a master’s degree in business/public administration with one year of budget analysis/fiscal management experience plus four years of related education/experience.
• Current, continuous experience in the state executive branch including eighteen months as Budget Analyst 1.

Responsibilities

• Prepares and loads the annual budget into the Iowa Advantage system and keeps it in balance.
• Makes changes in the system to balance budget throughout the fiscal year.
• Forecasts revenues and expenses for monthly projections, including salaries.
• Tracks large expenses (overtime, food, utilities, medical, etc.).
• Maintains internal controls of expenditures and handles pre-audit/approval for payment.
• Assigns accounting codes and enters financial documents into Iowa Advantage.
• Tracks revenues, cash receipts, and ensures proper revenue accounting and bank reconciliation.
• Prepares GAAP reports and handles depreciation and asset tracking.
• Gathers consumable inventories and supports audits.
