Qualifications

• Graduation from an accredited four-year college or university with a degree in accounting, finance, or business administration and experience equal to two years of full-time work in professional level budget analysis or fiscal management.
• Two years of full-time work experience in professional level budget analysis or fiscal management and a total of four years of education and/or full-time experience, where 30 semester hours count as one year.
• Master's degree in business administration or public administration plus one year of budget analysis or fiscal management and four years of education/experience.
• Current, continuous experience in the state executive branch that includes eighteen months of full-time work as a Budget Analyst 1.

Responsibilities

• Prepares and loads the annual budget into the Iowa Advantage system; ensuring budget is in balance prior to the start of the FY.
• Makes necessary changes in the system throughout the fiscal year to keep the budget in balance.
• Prepares monthly budget projections by forecasting revenues and expenses, including salary projections, based on historical and current information.
• Track large expenses including overtime, food, utilities, medical, etc.
• Responsible for maintaining internal controls of all expenditures.
• Complete pre-audit and approval of all expenditures that are being forwarded to the Department of Administrative Service – State Accounting Enterprise for payment.
• Assign accounting codes so that expenses are appropriately categorized.
• Enter various financial documents into the Iowa Advantage system.
• Track all revenues, collect cash and make sure all cash controls are being followed.
• Ensure the proper accounting and coding of all revenue receipts to the Iowa Advantage system.
• Balance all local bank accounts monthly.
• Prepare annual institution GAAP report including interpretation and application of generally accepted accounting principles and DAS requirements.
• Handle all fixed asset reporting and tracking including depreciation.
• Gather all consumable inventories.
