Job summary

BI Incorporated seeks an experienced Program Manager to oversee an Intensive Supervision Appearance Program (ISAP) office, ensuring compliance with contracts and performance standards. You will coordinate with DHS/ICE representatives and community partners, supervise ISAP staff, and drive operational excellence in daily activities.

You will develop and implement program strategies, manage reporting, and safeguard participant records while guiding a diverse team in a high-stakes environment.

Qualifications

• Bachelor’s Degree in Sociology, Psychology, Social Work, Criminal Justice or related field required; Master’s Degree preferred.
• Demonstrated tact when interacting with employees, community contracts, government officials and participants.
• Experience in an Alternatives to Detention immigration program is required.

Responsibilities

• Oversee ISAP office operations, ensuring compliance with contractual obligations.
• Maintain communication with DHS/ICE representatives and community organizations.
• Plan, develop, implement and monitor ISAP programs and services.
• Ensure timely and accurate reporting on program status.
• Lead and train ISAP office staff; manage hiring and performance evaluations.
• Develop strategies to achieve operational and financial objectives.
• Serve as local liaison with DHS/ICE and communicate emergencies or issues.
• Maintain participant records confidentiality and security.
• Coordinate with community contacts to ensure program acceptance.
• Monitor program contingencies and address potential issues.
• Prepare monthly and annual reports and action plans.
• Address violations in collaboration with ISAP specialists.
• Review and approve participant service plans for compliance.
• Perform other duties as assigned.
