Job summary

Metro’s Office of Risk, Readiness & Resilience (R3) seeks a Senior Emergency Planner to lead preparedness initiatives across the agency in the Portland region. You will coordinate exercises, strengthen emergency plans, and collaborate with regional partners to improve readiness.

The role centers on designing exercises using HSEEP, maintaining the Emergency Operations Plan, and supporting emergency communications and EOC activities.

Qualifications

  • Bachelor’s degree in environmental science, public administration, or emergency management.
  • Three years of experience in emergency management, project management, or public policy development.
  • Any combination of education, professional, volunteer and lived experience that provides the necessary knowledge, skills, and abilities to perform the classification duties and responsibilities.

Responsibilities

  • Design and lead exercises using HSEEP to test capabilities and identify improvements.
  • Partner with Metro departments to develop and evaluate emergency response plans.
  • Support drills and preparedness activities to build readiness across the organization.
  • Facilitate after-action reviews and track corrective actions.
  • Maintain Metro's Emergency Operations Plan and related documents.
  • Support emergency communications and incident coordination tools.
  • Serve as primary support during emergency response and EOC functions.
  • Collaborate with internal partners on systems for emergency communications and access management.

Education

Bachelor’s degree in environmental science, public administration, or emergency management
