Job summary

JobAps in Hartford, CT is seeking a seasoned Community Reinvestment Program Manager to lead reinvestment initiatives in disproportionately impacted areas. You will coordinate grants, manage contracts, and supervise staff while partnering with state agencies and community groups to drive equitable economic outcomes.

The role emphasizes data analysis, program development, and compliance, with a hybrid work arrangement and regular meetings with stakeholders to report on progress and outcomes.

Qualifications

• Nine (9) years of professional experience.
• One (1) year of the General Experience must have been in the specific area of assignment.
• College training may substitute for General Experience: 15 sem hrs = 0.5 year; max 4 years for a Bachelor's degree.
• Master's degree may substitute for one additional year of General Experience.
• Two (2) years in Apprenticeship and Training Program management may substitute for General and Special Experience.
• Experience with report writing and creating presentations.
• Experience working with diverse communities.
• Experience in project management.
• Experience creating and managing grant programs.
• Experience with contract management and compliance.
• Experience with Microsoft 365 Teams, Outlook, Word, Excel, and PowerPoint.

Responsibilities

• Direct staff and/or operations of an agency program and/or project or division.
• Coordinates, plans and manages program and/or project activities.
• Formulates goals and objectives.
• Develops or assists in development of related policy.
• Interprets and administers pertinent laws.
• Provides input or evaluates staff.
• Prepares or assists in preparation of budget.
• Maintains contact with individuals within and outside of agency who might impact on program and/or project activities.
• Serves on committees and/or task forces as required.
• Speaks before professional and lay groups on subjects related to the agency mission.
• Leads the recruitment and hiring of staff, including outreach, interview and selection.
• Performs related duties as required.
