Job summary

The State of Connecticut's Social Equity Council in Hartford seeks a senior program leader to plan, coordinate, and manage reinvestment and workforce training initiatives across communities disproportionately impacted.

You will oversee contract management, grant programs, reporting, and collaboration with state agencies, delivering policy development and measurable outcomes while guiding staff in a hybrid work setting.

Qualifications

• Nine (9) years of professional experience.
• One (1) year of the General Experience must have been in the specific area of assignment.
• College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half year of experience to a maximum of four years for a Bachelor's degree.
• A Master's degree may substitute for one additional year of General Experience.

POSITION HIGHLIGHTS

• Full-time, 40 hours per week
• First shift, 8:00 am to 4:30 pm
• Monday through Friday schedule
• Location: 450 Columbus Boulevard in Hartford, CT
• The selected candidate will visit community programs that receive funding.
• Hybrid-offering a combination of in-office/telework work schedule

THE ROLE

• Research and analyze data used to determine reinvestment activities in disproportionately impacted areas.
• Draft and administer requests for proposals for contractors and grant recipients.
• Review community reinvestment applications and documentation.
• Coordinate with other agencies and stakeholders to plan and implement reinvestment and workforce training programs.
• Coordinate and communicate with state agencies, stakeholders and partners on processing applications, program development and compliance.
• Contract management of external vendors conducting reinvestment related activities.
• Plan, execute, and evaluate long-term economic development investments in disproportionately impacted communities.
• Review and approve financial reports from vendors and grantees.
• Review and analyze outcome data received from vendors and grantees of community reinvestment programs.
• Prepare financial and programmatic reports for Council members and external stakeholders.
• Attend virtual and in-person meetings with stakeholders.
• Other duties as assigned.

The mission of the Social Equity Council (SEC) is to promote equitable economic prosperity by supporting Social Equity Entrepreneurs and reinvesting in communities most impacted by the war on drugs.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In a state agency this class is accountable for planning, organizing and directing an agency program and/or project or directing the development and administration of programs within a division.

SUPERVISION RECEIVED

Receives administrative direction from an administrative official of higher grade.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

One (1) year of the General Experience must have been in the specific area of assignment.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree. A Master's degree in business administration, public administration or a closely related field may be substituted for one (1) additional year of the General Experience. Department of Labor: Two (2) years of experience as an Apprenticeship and Training Program Manager may be substituted for the General and Special Experience.
