Job summary

Torus Group is seeking an experienced Operations Manager for Supported Housing & Specialist Projects on a six-month fixed-term contract. You will lead commissioning, mobilisation and ongoing development of housing schemes, ensuring compliant, high‑quality services for people with complex needs.

Based at the St Helens office with travel to Liverpool and Warrington, you will collaborate with commissioners, health and social care partners and internal teams to deliver innovative, trauma‑informed

Qualifications

• Significant experience developing, commissioning or managing supported housing services.
• Strong knowledge of supported housing, housing-related support and commissioning processes.
• Experience delivering complex projects with multiple stakeholders and tight timelines.
• Understanding health and social care partnerships, housing law and regulatory requirements.
• Experience leading high-performing teams and driving continuous improvement.
• Strong data analysis and reporting to improve service delivery.
• Excellent communication and stakeholder management skills.
• Proactive, resilient and able to manage change.
• Strong organisational skills balancing strategy with operations.

Responsibilities

• Lead the commissioning, mobilisation and ongoing development of supported housing schemes.
• Work with commissioners, local authorities and health and social care partners to develop housing solutions.
• Oversee management of existing schemes and partnerships with third-party providers.
• Lead operational delivery of refuge accommodation services for domestic abuse survivors.
• Develop service specifications, SLAs and operational frameworks.
• Ensure services comply with legislation, regulatory standards and contracts.
• Drive service improvement via performance management, audits, data analysis and QA.
• Support acquisition and onboarding of new schemes; ensure smooth transitions.
• Manage risks with health and safety, safeguarding and business continuity measures.
• Build partnerships to maximise funding opportunities and service growth.
• Inspire and support teams to deliver excellent outcomes.
