University of Colorado Anschutz Medical Campus in Colorado is seeking a Human Resources Program Manager to oversee payroll operations, HR data systems, and related reporting. The role supports the HR Manager across recruitment, onboarding/offboarding, performance management, and process improvements to ensure efficient HR services aligned with campus goals.

Qualifications

• Bachelor's degree in public administration, public policy, business, higher education administration, social sciences, behavioral sciences or a directly related field.
• Four or more years of professional HR experience in higher education or related field.

Responsibilities

• Coordinate HR programs, payroll operations, departmental initiatives and strategic projects.
• Oversee payroll administration, audits, timekeeping, salary funding updates, and payroll discrepancies.
• Serve as primary HR and payroll resource for departments on personnel transactions, payroll procedures, leave, and HR operations.
• Manage payroll timelines, approvals, reporting, and employee compensation accuracy.
• Support leave administration, benefits, retirement, and FERPA-related processes in compliance with policies.
• Maintain HR systems and data platforms (HCM, Smartsheet, FIMS) ensuring data integrity and reporting accuracy.
• Develop dashboards and salary planning metrics to support leadership decisions.
• Identify and implement HR process improvements and standardized workflows.
• Support recruitment, onboarding, offboarding, and personnel actions.
