Job summary

Arizona State Retirement System (ASRS) is seeking a proactive Human Resources Manager to develop and execute HR strategy in support of the agency’s business plan. You will provide strategic leadership to align duties with rules, policies, and federal/state laws while supporting statewide HR initiatives.

The role includes procurement/budgeting responsibilities, with a hybrid work model (Arizona-based) balancing remote work 2–3 days weekly based on performance and business needs.

Qualifications

• Bachelor’s degree in HR, Business Administration, or related field.
• 5+ years of progressively responsible HR experience.
• 5+ years in a supervisory role.
• Professional HR certification (HRCI or SHRM) preferred.
• Direct experience with the State of Arizona SPS and AZ360 is highly desirable.

Responsibilities

• Overseeing HR operations, including talent acquisition, engagement, performance management, classification and compensation, and reporting.
• Managing procurement and contract management in compliance with the Arizona Procurement Code.
• Leading a team of HR professionals across agency and enterprise initiatives.
• Guiding supervisors and employees on behavior, conduct, and performance issues.
• Partnering with ASRS leadership on organizational development, workforce planning, and benefits administration.
