Job summary

Arizona State Retirement System (ASRS) is seeking a proactive Human Resources Manager to develop and execute HR strategy in support of the agency’s business plan. You will provide strategic leadership to align duties with rules, policies, and federal/state laws while supporting statewide HR initiatives.

The role includes procurement/budgeting responsibilities, with a hybrid work model (Arizona-based) balancing remote work 2–3 days weekly based on performance and business needs.

Qualifications

  • Bachelor’s degree in HR, Business Administration, or related field.
  • 5+ years of progressively responsible HR experience.
  • 5+ years in a supervisory role.
  • Professional HR certification (HRCI or SHRM) preferred.
  • Direct experience with the State of Arizona SPS and AZ360 is highly desirable.

  • Overseeing HR operations, including talent acquisition, engagement, performance management, classification and compensation, and reporting.
  • Managing procurement and contract management in compliance with the Arizona Procurement Code.

Human Resources Manager

Compensation: $95,000-$110,000

Job Location: 3300 N Central Ave, Phoenix, AZ 85233

About the Role

The Arizona State Retirement System (ASRS) is seeking a proactive, collaborative individual to fill its Human Resources Manager position. Reporting directly to the ASRS Chief of Administrative Services, this position is responsible for developing and executing human resources strategy in support of the overall business plan and strategic direction of the agency and statewide HR initiatives. The HR Manager provides strategic leadership by articulating HR needs and plans to the agency's executive management team and ensures alignment of all duties with ADOA Rules, policies, and procedures.

The ASRS has approximately $60 billion in assets under management and looks to this position for procurement and budgeting needs. Please refer to the ASRS website for additional information for the fiscal year ending June 30, 2025.

This position offers the modern flexibility of a hybrid work environment (within Arizona), balancing remote work with regular onsite presence (2-3 days per week) based on business needs and sustained performance.

Key responsibilities:
  • Overseeing all activities related to human resource operations, including talent acquisition, employee engagement, performance management, classification and compensation, and state and federal reporting..
  • Managing procurement and contract management program in compliance with Arizona Procurement Code.
  • Managing a team of professionals who perform the daily, monthly, and yearly strategic agency and enterprise-wide human resources initiatives.
  • Guiding supervisors and employees in problem identification and resolution in matters of behavior, conduct, and performance.
  • Developing, offering, documenting, and measuring the success of resolutions while ensuring outcomes comply with statewide personnel rules, state laws, and federal laws.
  • Partnering with ASRS leadership on organizational development, workforce planning, change management, employee relations, EEO investigations, ADA accommodations, FMLA, OSHA, and benefits/long-term disability administration.
  • Identifying, developing, sourcing, scheduling, and measuring the efficacy of training topics selected by agency leadership or identified through needs assessment.
Knowledge, Skills, & Abilities
  • Knowledge of current principles, practices, and methods of human resource management, State Personnel System rules, and federal/state laws.
  • Knowledge of workforce/succession planning, organizational development, performance management, classification/compensation theory, and benefits administration.
  • Skilled in leading and supervising highly qualified human resource professionals.
  • Skilled in conducting EEO and other investigations, ensuring fairness in approach, development of resolutions, and outcomes.
  • Skilled in interpersonal communication, conflict resolution, mediation, collaboration, policy development, and project management.
  • Ability to communicate complex information in a clear, organized, and concise manner to employees of all organizational levels in oral or written formats.
  • Ability to build and maintain effective relationships, maintain confidentiality, establish an environment of trust, and use reason and logic in a variety of situations.
Ideal Candidate:

The ideal candidate holds a Bachelor’s degree in Human Resources, Business Administration, or a related field, along with 5+ years of progressively responsible HR experience and 5+ years in a supervisory role. Professional HR certification (HRCI or SHRM) is preferred. Direct experience with the State of Arizona State Personnel System (SPS) and AZ360 is highly desirable.
