Job summary

Office of State Human Resources (OSHR) in North Carolina seeks a State HR Consultant I to support HR operations for the Governor’s office and state boards. You’ll work on timekeeping, onboarding in Workday, and HR data analysis while advising staff on policy matters.

You will collaborate with HR partners, maintain records, and contribute to agency initiatives. This is a full-time role with telework eligibility and a hybrid schedule (three days in-person, two days remote).

Qualifications

• Bachelor’s degree in Human Resources or related field or equivalent combination of education and experience.
• Experience interpreting federal and state HR laws and policies, including leave, onboarding, and workers’ compensation.
• Proficiency with Workday or similar applicant tracking systems and HR data administration.

Responsibilities

• Serve as time administrator in HR/payroll system; monitor time and leave entries each pay period.
• Partner with senior staff on recruiting and onboarding in Workday.
• Answer HR questions from employees and managers on leave, hours, onboarding, and offboarding.
• Keep personnel records complete, accurate, and compliant with laws.
• Run reports and analyze HR data to support decisions and reporting.
• Support Service Awards Program and HR process improvements.
