Job summary

The City of San José’s Information Technology Department seeks a full-time HR Analyst I/II to manage end-to-end recruitment, onboarding, and personnel operations in the Administration Division. The role reports to the Senior HR Analyst and supports staffing, leaves, safety, and workforce records.

Hybrid work is available with a 32-hour on-site and 8-hour remote schedule; salary ranges are listed for Analyst I and II, with qualifications including a Bachelor’s degree and relevant experience in

Qualifications

• Bachelor’s degree required for Analyst I; Analyst II requires Bachelor’s plus two years of analytic/administrative experience.
• Substitution of additional experience for education is allowed on a year-for-year basis.
• Experience with ATS like NEOGOV, Taleo, Workday is highly desirable.
• Proven ability to manage recruitment metrics, onboarding, offboarding, and HR processes.

Responsibilities

• Coordinate high-volume recruitments and communicate with stakeholders.
• Serve as liaison between hiring managers and HR partners to fill vacancies timely.
• Coordinate fingerprinting, onboarding, and offboarding processes; manage leaves and Workers' Compensation.
• Track recruitment metrics, vacancy rates, and time-to-fill; support training and safety compliance.
• Assist with performance management, department projects, and HR-process improvements.
