Qualifications

• Bachelor's degree in a related field (PM, IS, Public Admin, Business Admin, Criminal Justice, or related).
• 10+ years of progressive project management experience.
• Minimum 5 years of experience managing large-scale enterprise system implementations with multiple stakeholders and vendors.
• Proven experience with multi-year schedules, budgets, and strategic initiatives.
• Strong governance, risk, scope management, and executive reporting skills.
• Experience leading enterprise system replacement projects with data migration.
• Proven vendor relationships, procurement activities, and contract deliverables.
• Experience driving organizational change management and stakeholder engagement.
• Excellent leadership, communication, negotiation, and decision-making skills.
• Ability to manage complex projects across cross-functional teams with compliance requirements.

Responsibilities

• Lead the full project lifecycle from requirements gathering to procurement, design, development, testing, deployment, and system transition.
• Develop and maintain project schedules, budgets, scope baselines, and benefits realization plans.
• Establish project governance frameworks and support executive decision-making processes.
• Manage vendor selection, contract oversight, project deliverables, and performance accountability.
• Coordinate data migration, system integration, implementation, and statewide rollout activities.
• Ensure system requirements align with policies, regulations, standards, and objectives.
• Engage stakeholders across business, operational, legal, and technology teams for alignment.
• Lead organizational change management, communications, training, and user adoption initiatives.
• Identify, assess, track, and mitigate risks, issues, dependencies, and escalations.
• Deliver regular status updates, performance metrics, and executive-level reporting.
