Job summary

Turner & Townsend is seeking a Cost Manager / Quantity Surveyor to join our San Francisco team, supporting a large-scale, mission-critical program. This hybrid role requires in-office presence three days a week and monthly travel to project sites in Ohio for 2–4 days.

You will lead estimating, cost reporting, and cost control efforts from procurement through final account, engaging vendors and clients to optimize value and risk management.

Qualifications

• Bachelor’s degree in construction management, cost management, quantity surveying, engineering or related field.
• 3–5 years of relevant cost management experience in construction.
• RICS accreditation or working towards it is valuable.
• Experience supporting cost management on medium or large-sized construction projects.
• Experience supporting mission critical, industrial, commercial, advanced technology, manufacturing, healthcare, or large-scale building construction projects is strongly preferred.
• Construction consultancy experience is strongly preferred.
• Good knowledge of construction industry technical matters, such as procurement routes, value management, and value engineering.
• Strong communication skills.
• Experience with estimating, cost planning, cost reporting, change management, final accounts, and contractor procurement.

Responsibilities

• Advising client on strategies, managing prequalification of vendors, assessing proposals, bids, and bid levelling documents, making final recommendations to the client, attending bid interviews, and managing appointment process.
• Developing project estimates (construction, fees, direct costs, etc.), reviewing junior team estimates, presenting to client, and providing value engineering recommendations.
• Establishing cost reporting schedules, reviewing cost reports and forecasts, managing budgets and risk registers, and hosting periodic meetings with project team & vendors.
• Reviewing payment applications, liaising with project managers on entitlements, reviewing change orders, and handling disputes to protect client value.
• Managing invoicing processes and benchmarking performance against other commissions.
• Holding post-contract reviews to document lessons and create training material.
• Developing procedures for handover of the project.
