Job summary

BVA Bears IT Solutions is seeking Organizational Change Management Specialists for the PA, MD, and DE area. This full-time hybrid role requires two on-site days per week at locations in PA, MD, and DE, with core hours generally 9:00 a.m. to 3:00 p.m.

and an 8-hour day. You will lead change initiatives in Agile environments, develop communications plans and training, coordinate UAT, and measure adoption KPIs across multiple agencies while ensuring accessibility and regulatory compliance.

Qualifications

• 3–5+ years’ experience in organizational change management in public sector or regulated environments.
• Hands-on Agile experience (Scrum/Kanban) aligned to sprints/releases.
• Expertise in change readiness, communications planning, training development, and stakeholder engagement.
• Experience leading UAT readiness and coordinating cross-functional validation activities.
• Strong facilitation and coaching skills; ability to influence without formal authority.
• Proficient with Jira, Confluence, MS Teams, and SharePoint for change enablement.
• Excellent written and verbal communication for diverse stakeholders.
• Experience designing communications and training for multi-agency programs (PA/MD/DE).
• Data-driven mindset: define KPIs, analyze adoption metrics, iterate on change strategies.

Responsibilities

• Lead organizational change initiatives using Agile practices; align change activities with iterative delivery.
• Conduct change readiness assessments and develop actionable remediation plans.
• Create and execute comprehensive communications plans; stakeholder segmentation and feedback.
• Design and deliver training programs across end users, supervisors, SMEs, and leadership.
• Maintain an integrated change backlog and roadmap aligned to product increments.
• Define acceptance criteria for business readiness; lead UAT planning with QA coordination.
• Establish and maintain change governance across PA, MD, and DE agencies.
• Develop stakeholder engagement strategies and measure adoption KPIs.
• Produce change metrics dashboards for senior leadership and regulatory bodies.
• Ensure compliance with state/federal regulations and accessibility standards.
