Job summary

ANSER is seeking a Financial & Resource Management Budget Analyst to support the OASW(NDCBD) with budgetary, programmatic, financial and resource management oversight. The role involves PPBE, POM development, and coordination across DoW budget processes, with hybrid onsite/remote work at the Mark Center in Alexandria, VA.

Ideal candidates will have 8+ years of budget/financial analysis experience, a DoW budgeting background, and the ability to brief senior GO/FO/SES personnel.

Qualifications

• Active TS/SCI clearance.
• Bachelor’s degree or higher in business, finance, accounting, economics, or related field; Master’s may substitute for 3 years of experience.
• 8+ years of budget and financial analysis experience.
• Familiar with DoW budgetary principles and operational impact.
• Experience with DoW budgeting for DoW agencies’ CBRN/CWMD activities.
• Experience with RDT&E/Procurement/O&M budgeting issues.
• Experience with DoW appropriations and budget documents.
• Experience briefing GO/FO/SES level personnel.
• Experience as an action officer at HQ staff level.
• Knowledge of DoW programming, budgeting, FMR actions.
• Experience developing budgetary/financial management policy.
• Experience with DoW financial systems (WDP, DAI).
• Proficient in Excel Pivot Tables and PowerPoint briefing material.

Responsibilities

• Support PPBE process and POM development, budget exhibit reviews, and financial execution oversight.
• Oversee Capability Portfolio Management alignment with funding needs.
• Assist in writing and justifying RDT&E, Procurement, and O&M budget exhibits.
• Analyze financial and programmatic data related to operations and investments.
• Provide assessments for resourcing requests and budget planning.
• Manage execution planning for budgeted resources across the portfolio.
• Develop analytics using WDP and DAI for resource justification.
• Support input of resource data into WHS, CAPE, and Comptroller systems.
• Prepare budget briefing products for OMB, CAPE, and SES staff.
