ANSER in Alexandria, VA is seeking a Financial & Resource Management Budget Analyst to support the Office of the Assistant Secretary of War for Nuclear Deterrence, Chemical, and Biological Defense. You will provide budgetary, programmatic, financial, and resource management support for oversight and integration of resources, with a hybrid schedule (3-4 days on site).

The role requires DoW budgeting expertise, experience with RDT&E, Procurement and O&M, and interaction with GO/FO/SES level

Qualifications

Financial & Resource Management Budget Analyst

Position Summary: Analytic Services, Inc. (ANSER) is seeking a Financial & Resource Management Budget Analyst to work in support of the Office of the Assistant Secretary of War for Nuclear Deterrence, Chemical, and Biological Defense, Policy and Programs OASW(NDCBD). In this key role, you will provide budgetary, programmatic, financial and resource management support to the OASW(NDCBD) in the oversight and integration of resources. This position can support a hybrid work schedule with 3-4 days per week onsite at the Mark Center in Alexandria, VA and 1-2 days remotely.

Day to Day Responsibilities:

  • Support the Planning, Programming, Budgeting and Execution (PPBE) process and integration across phases through Program Objective Memorandum (POM) development, budget exhibit reviews, and oversight of financial execution.
  • Support OASW(NDCBD) oversight of Capability Portfolio Management into the development, prioritization and alignment of strategy to funding requirements.
  • Assist in writing, editing, and justifying language in Research Development Test and Evaluation (RDT&E), Procurement, and Operations & Management (O&M) budget exhibits.
  • Analyze financial and programmatic data related to operations business performance opportunities and investments.
  • Provide programmatic, business, financial, and policy assessments to the OASW(NDCBD) for all resourcing requests.
  • Provide support in planning for and managing the execution of budgetary resources.
  • Perform program analysis and integration across the OASW(NDCBD) portfolio for resource requests and justification for RDT&E, Procurement, and O&M appropriations. Develop analytical products leveraging various tools such as the War Data Platform (WDP) and the Defense Agencies Initiative (DAI).
  • Support input of OASW(NDCBD) resource information into Washington Headquarters Service (WHS), Cost Assessment & Program Evaluation (CAPE), and Comptroller databases.
  • Support development of Congressional budget briefing products and support to engagements and requests for information from Office of Management and Budget (OMB), Congressional, CAPE, Comptroller, WHS, and Under Secretary of War for Acquisition and Sustainment (A&S) Business Operations staff.
  • Maintain detailed knowledge of all statutory, Department of War (DoW), and Office of Management and Budget (OMB) financial management related regulations.

Required Qualifications:

  • Possess an active TS/SCI clearance.
  • Bachelor's degree in business, finance, accounting, economics, or other related field. Master’s degree may substitute for 3 years of experience.
  • 8+ years of budget and financial analysis experience.
  • Familiar with current DoW budgetary principles and their associated operational impact.
  • Experience working with military components or other DoW agencies’ chemical, biological, radiological, and nuclear (CBRN) or countering weapons of mass destruction (CWMD) activities budget.
  • Experience in addressing RDT&E/Procurement/O&M budget issues.
  • Experience with DoW appropriations and budget documents.
  • Experience working with briefing and engaging General Officer/Flag Officer/Senior Executive Service (GO/FO/SES) level personnel.
  • Experience working as an action officer at a headquarters staff/component command level.
  • Knowledge of DoW programming, budgeting, financial processes and the DoW Financial Management Regulation (FMR).
  • Experience developing budgetary and financial management policy and guidance.
  • Experience with and knowledge of DoW financial management systems (e.g. WDP and DAI).
  • Experience using the Microsoft Office suite particularly pivot tables within Excel, developing briefing material with PowerPoint, and creating guidance documents/action memos/info memos for GO/FO/SES level.

Full-Time Salary Range for this position:

$99,300 — $144,100 USD
