Job summary

ANSER is seeking a Financial Analyst to support the IBAS program within the Office of the Assistant Secretary of Defense for Industrial Base Policy. You will manage financial operations, budget execution, and analytical support to sustain the defense industrial base.

Locations include Arlington, VA; Alexandria, VA; or telework within the National Capital Region. This full-time role requires a Secret clearance and DoD budgeting experience with MIPR/RDT&E.

Qualifications

• Active Secret security clearance required.
• 7+ years in financial management with DoD experience.
• Experience initiating and processing MIPRs.
• Experience supporting RDT&E two-year appropriation accounts.
• 2+ years with 7600A/7600B Support Agreements.
• Knowledge of DoD financial management regulations and budget execution.
• Advanced Excel skills (pivot tables, complex formulas, data analysis).
• Strong analytical, organizational, and communication skills.
• Ability to work independently within a fast-paced environment.
• Must reside within the National Capital Region.

Responsibilities

• Prepare and process budget execution documentation (PRs and MIPRs).
• Monitor and analyze program budget execution, including funding status.
• Develop and maintain financial reports, dashboards, and status briefings.
• Assist with spend plans, expenditure plans, and financial forecasts.
• Perform funds reconciliation and support DAR-Q.
• Lead financial meetings to review data, funding status, and program performance.
• Apply DoD financial management regulations and budget principles.
• Support all phases of PPBE process.
• Prepare funding forecasts and expenditure reports for senior leadership.
• Contribute to program submissions (POM inputs, RDT&E docs).
• Respond to financial taskings from Comptroller.
• Analyze financial data and provide recommendations.
