Job summary

ANSER in Alexandria, VA is seeking a Financial & Resource Management Budget Analyst to support the Office of the Assistant Secretary of War for Nuclear Deterrence, Chemical, and Biological Defense. You will provide budgetary, programmatic, financial, and resource management support for oversight and integration of resources, with a hybrid schedule (3-4 days on site).

The role requires DoW budgeting expertise, experience with RDT&E, Procurement and O&M, and interaction with GO/FO/SES level

Qualifications

• Active TS/SCI clearance
• Bachelor's degree in business, finance, economics, or related field; Master’s may substitute for 3 years of experience
• 8+ years of budget and financial analysis experience
• Familiar with DoW budgetary principles and operational impact
• Experience with DoW budgets for CBRN/CWMD activities
• Experience with RDT&E/Procurement/O&M budget issues
• Experience with DoW appropriations and budget documents
• Experience briefing GO/FO/SES level personnel
• Experience as an action officer at HQ staff level
• Knowledge of DoW programming, budgeting, financial processes and FMR
• Experience developing budgetary/financial management policy
• Experience with DoW financial management systems (WDP, DAI)
• MS Office pivot tables, PowerPoint briefing material, and memos for GO/FO/SES

Responsibilities

• Support PPBE process and budget development across phases
• Support oversight of Capability Portfolio Management and funding alignment
• Assist in writing and justifying language in RDT&E, Procurement, and O&M budget exhibits
• Analyze financial and programmatic data for operations and investments
• Provide programmatic, business, financial, and policy assessments for resourcing requests
• Assist in planning and managing budget execution of resources
• Perform program analysis across the portfolio for resource requests and develop analytical products (WDP/DAI)
• Input resource information into WHS, CAPE, Comptroller databases
• Support development of Congressional budget briefing products and responses for OMB/CAPE/Comptroller/OMB staff
• Maintain knowledge of DoW/OMB regulations
