Job summary

SAIC is seeking a Senior Financial Analyst to support the Critical Technologies portfolio within the OUSW(R&E) Resources and Analysis Directorate. The role focuses on PPBE with DoW and DAI systems, requiring DoW/Service Component budgeting experience and on-site work in Alexandria, VA.

The candidate will develop budgets, review submissions, analyze financial trends, and prepare briefing materials for leadership while ensuring timely PPBE documentation and audit readiness.

Qualifications

• U.S. citizenship required.
• Active SECRET clearance; TS/SCI preferred; ability to obtain TS/SCI.
• Bachelor’s degree in accounting, business management, or finance with 10+ years experience; or Master’s with 8+ years.
• Experience supporting senior financial management and budget execution.
• Experience leading and directing a diverse team to high-performance outcomes.
• Proficient in Microsoft Office including PowerPoint, Word, Access, and Excel.
• Strong written and oral communication skills.
• Knowledge of DoW funding execution and PPBE processes.
• Strong leadership competencies and collaboration to achieve goals.

Responsibilities

• Assist OSW(R&E) in developing the POM and Budget Estimate Submission for R&E.
• Manage internal R&E budget reviews and change proposals; update Excel/databases.
• Develop and review detailed budget justification material (R-Forms, P-Forms).
• Prepare analysis of program and budgetary trends and effectiveness.
• Prepare documents and briefings for DoW leadership review.
• Review required funding documentation for approved OUSW(R&E) projects.
• Monitor DoW program execution and funding distribution; track obligations.
• Prepare PPBE support documentation (R1-R4, PDM).
• Participate in Mid-Year Reviews and PPBE meetings as required.
• Identify baseline processes and design improvements for financial operations.
• Process financial actions in the DAI system and related databases.
• Support audit readiness and related documentation.
• Execute and follow up on budget data calls.
