The Human Resources Technician 3 supports the day-to-day human resources operations for the Department of Employment, Training & Rehabilitation (DETR) in Carson City, Nevada. This role helps ensure compliance with state regulations, manages recruitment and examining-related tasks, processes employee paperwork and HR/payroll transactions, and supports new hire onboarding.
Role Overview
This is a high-volume position focused primarily on maintaining the HR office’s day-to-day operations and ensuring compliance with state requirements. The incumbent prepares new employee documentation, supports new hire orientation, prepares reports using multiple databases, and enters data into state and division-specific systems. The role also includes assisting employees and supervisors as needed and providing liaison support with the Division of Human Resource Management for technical work.
Human Resources Technicians perform a broad range of HR activities, including records processing, recruitment and examining, new hire orientation, list certification, and payroll support. While payroll support may be performed part of the time, most responsibilities involve HR functions. Some roles in this series may specialize, while others may operate in a generalist capacity.
Supervisory responsibility may be assigned within the series; however, supervisory responsibility alone does not automatically determine assignment to a higher level.
Key Responsibilities
- Receive and review requests and authorization to fill vacancies; verify selective recruitment criteria needs and obtain approval.
- Check availability of existing hiring lists and/or identify alternative vacancy-filling methods in line with established policies and regulations.
- Certify eligible hiring lists or request certified hiring lists from centralized Human Resources.
- Maintain accurate hiring lists by updating the Human Resources database after interview results are received and surveying applicants for interest, availability, and/or special skills.
- Develop or assist with recruitment plans and draft job announcements.
- Support outreach activities, including job fairs.
- Prepare and place advertising in newspapers, trade journals, and websites.
- Receive and evaluate employment applications for eligibility under required minimum qualifications and notify applicants.
- Schedule examinations, administer or coordinate testing, process results, and notify applicants.
- Generate certified eligible hiring lists in accordance with applicable statutes, rules, and regulations, and monitor list usage for compliance.
- Review hiring packets for required approvals and documentation in line with Human Resources regulations.
- Provide new hire orientation, including information on retirement, pay schedules, insurance benefits, timekeeping, leave, and applicable agency and State policies.
- Process a range of employee Human Resources transactions.
- Enter HR/payroll transactions into the live production environment, or audit transactions completed by others to ensure accuracy.
- Participate in automated system testing as needed.
- Research HR and payroll problems and process corrections for overpayments, underpayments, and leave accrual and pay progression errors.
- Determine benefit eligibility.
- Process and monitor HR/payroll actions related to FMLA, workers’ compensation, catastrophic leave, and longevity pay.
- Provide liaison services for employees regarding workers’ compensation and coordinate early return to work and modified duty.
- Complete required forms, monitor lost time, and arrange for FMLA to run concurrently.
- Maintain HR, recruitment, and training files and records according to established retention schedules.
- Respond to HR and payroll questions from employees, management, and the public by researching applicable laws, regulations, and policies.
- Provide requested HR materials including job announcements, applications, forms, and related documents.
- Conduct basic research, compile data, and assist in preparing final reports.

Under Limited Supervision: Higher-Level Paraprofessional and Technical Assignments
- Certify and maintain accurate hiring lists.
- Plan and implement internal, external, and difficult recruitments, with responsibility for all aspects of the recruitment process.
- Assist management with disciplinary and grievance issues by gathering information and facts, processing required forms, and providing involved parties information, including NAC/NRS references and proper procedures during initial disciplinary action, complaint, and grievance stages.
- Audit, reconcile, and authorize HR/payroll documents and transactions completed by others, and recommend approval or disapproval of FMLA and catastrophic leave requests.
- Research complex HR/payroll issues and process transactions such as workers’ compensation buy-backs and overpayments.
Minimum Requirements
- Graduation from high school or equivalent education, plus two years of technical personnel/payroll experience that included researching information, applying rules and regulations, and problem solving in areas such as recruitment and examining, payroll, interviewing and selection, and other related personnel/payroll functions.
- OR one year of experience as a Human Resources Technician II in Nevada State service.
- OR an equivalent combination of education and experience.
Working Knowledge
- Human Resources principles, practices, and methods used in recruitment, examination, selection and/or payroll.
- Automated systems and applications typically used to support personnel and payroll.
