Nash County’s Human Resources Department seeks a data-driven Human Resources Support & Data Specialist to maintain HRIS data integrity and personnel records. You will process personnel actions, support onboarding, and assist with benefits and payroll-related tasks while upholding confidentiality and policy compliance.

Qualifications

  • Bachelor's degree in Human Resources or related field; 3 years HR experience if no degree.
  • Strong organizational skills and meticulous record-keeping.
  • Experience with HRIS and payroll actions processing.
  • Familiarity with Applicant Tracking Systems or HRMS such as NEOGOV.

Responsibilities

  • Ensure accuracy and completeness of personnel records and the HRIS.
  • Enter personnel actions and classify/payroll designations.
  • Create and maintain personnel files; review, scan, index, and enter documents.
  • Run routine HRIS reports on headcount, hires, terminations; monitor ACA compliance.
  • Prepare data for Board of Commissioners presentations; track actions and draft resolutions.
  • Maintain confidentiality of personnel actions and support HR leadership.
  • Provide HR policy information and back-up onboarding & development as needed.
  • Develop Standard Operating Procedures.

Job description

The Nash County Human Resources Department provides strategic and operational leadership for Nash County human capital management, including employee relations, recruitment and selection, job evaluation, salary administration, benefits, workers’ compensation, and staff development.

The Human Resources Support & Data Specialist holds a key role within Human Resources by providing administrative and operational support to the Human Resources Department. This position maintains the data integrity of the information in the Human Resources Information System (HRIS) and employee personnel files and supports day-to-day HR activities.

Duties of the role include but are not limited to:
  • Ensures the accuracy and completeness of information contained in County personnel records and the HRIS by understanding the nature of the various types of personnel actions and the associated policy compliance and processing implications.
  • Evaluates personnel action forms, reviews for compliance with laws, regulations, and policies, determines the appropriate processing for the personnel action based on the employee classification and various payroll and budget designations, and enters the information into the HRIS.
  • Creates, maintains personnel files for employees by reviewing, scanning, indexing, and entering information from employment documents (applications, resumes, transcripts, I-9s, letters of recommendation, personnel action forms, etc.) for inclusion in personnel records.
  • Run routine HRIS reports for HR staff on headcount, new hires, terminations, tracks part-time hours to ensure compliance with Affordable Care Act (ACA) and other standard operational metrics.
  • Gathers information at request of HR Director for presentation to the Board of Commissioners (BOC) by tracking and compiling personnel actions monthly, correctly classifying and organizing personnel actions, and drafting Human Resources resolutions.
  • Supports the County by maintaining the confidentiality of personnel actions.
  • Contributes to the success of the Human Resources Department by providing information about Human Resource policy and procedures, acting as a back-up for the Onboarding & Development Specialist and Benefits Analyst as needed, working cooperatively with other departments, and performing all other duties as assigned.
  • Develops Standard Operating Procedures
  • Working knowledge of human resources principles, practices, and HR policies at the federal, state, local and organizational levels.
  • Strong organizational skills, and particular diligence in documentation and record keeping.
  • Demonstrated experience working in an HRIS and/or Payroll System such as Tyler Technologies/MUNIS and initiating and completing Personnel Actions.
  • Demonstrated experience working with an Applicant Tracking System or a Human Capital Management System such as NEOGOV.
  • Demonstrated experience identifying discrepancies in personnel, position, salary, timekeeping, and workforce data and determining appropriate corrective action.
  • Proven ability to analyze, troubleshoot, resolve, and explain complex HR data processing issues to a variety of management levels and other customers, including distressed employees in highly emotional situations
  • Experience with recruitment, benefits administration, system reporting, and payroll deductions within an HRIS environment.
  • Proven ability to maintain confidentiality of sensitive data, exercising sound judgment and discretion in gathering and evaluating personal data for HR transactions.
  • Ability to communicate clearly and concisely, both verbally and in writing, with diverse internal and external stakeholders.
  • Proven ability to meet deadlines in a fast-paced, high volume processing environment.
Management Preference:
  • Acute attention to detail and experience Microsoft Excel expertise (Pivot Tables, Functions, Aggregate Formulas, Mail Merges)
  • Microsoft Office/Suite proficient (Word, PowerPoint)
Minimum Education and Experience:

Bachelor's degree, typically in Human Resources or related field from an appropriately accredited institution; or High school or General Educational Development (GED) diploma and 3 years of progressive experience in Human Resources; or equivalent combination or education and experience.
