Job summary

Job description

The primary purpose of this position is to serve as the Systems Manager responsible for managing the operation and maintenance of the new automated personnel data systems for multiple bases and CPF's, administering, maintaining and developing the enhancements of automated processes in a centralized civilian personnel environment.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, 201 Series. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes developing, preparing, coordinating, testing and following‑up on changes and/or workarounds to the software of human resources personnel systems. Considers workload and objectives of policy in developing proposals to change human resources systems. Resolves problems report by the Human Resources community by researching, analyzing and testing the reported problem through the application system. Receives and review problems to identify trends or repeat problems, develops and documents workarounds, and tracks requested fixes to the system. Meets and communicates the system requirements to management, vendors, procurement specialist and information and telecommunication systems specialists. Provides thorough and accurate information and recommendations which are thoroughly researched; supported by trends, findings and analysis. Establishes and maintains effective working relationships with the Agency, outside the agency and contractor officials at various management levels. Advises personnel on systems capabilities and limitations and devises methods of exploiting system potential to assist functional teams and higher headquarters representatives in achieving goals and policy objectives. Oversees program area to ensure its operation is in compliance with appropriate laws and regulations. Stays abreast and conducts thorough review of directives and guidance to determine the impact and implications on the personnel information systems. In reviewing requirements, demonstrates a thorough knowledge of the functions and a working knowledge of federal laws, department and agency instructions and directives.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time‑in‑grade requirements to be considered eligible. One year at the GS‑11 level is required to meet the time‑in‑grade requirements for the GS‑12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time‑in‑grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: RECRUITMENT KNOWLEDGES, SKILLS, AND ABILITIES (KSA): 1 . Knowledge of the methods and techniques of fact finding, analysis, and resolution of complex problems and the development of concrete action plans to solve problems .. 2. Ability to communicate effectively with others, both orally and in writing, in working out solutions to problems or questions relating to work. 3. Knowledge of management and installation's missions and objectives and their implications on personnel management programs at a large, multi‑mission or otherwise diverse and complex organization or installation. 4. A sound theoretical knowledge and practical understanding of federal personnel management functions, theories, and techniques and of basic relationships of the various personnel disciplines. 5. Ability to motivate, train and work effectively with other employees who have a variety of background and training. 6. Ability to adjust work operations to meet emergency, changing program, ore production requirements with minimum sacrifice of quantity or quality of work .. 7. Ability to apply system and personnel knowledge to situations requiring cause/effect analysis. 8. Ability to assimilate and translate the logic of personnel management to the data system. 9. Practical knowledge of automated data processing functions, techniques, and capabilities.

PART‑TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part‑time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
