The Louisiana Department of the Treasury is seeking a highly motivated, dependable, and detail-oriented Human Resources Specialist to join its Human Resources team. This position serves as an advanced-level human resources professional and technical resource responsible for providing comprehensive HR services to employees and management. The successful candidate will independently perform specialized work in employee administration, payroll, benefits, recruitment, performance management, training, organizational management, employee relations, and HR compliance.

Minimum Qualifications

Experience Substitution

Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Designation as a Society for Human Resource Management Certified Professional (SHRM-CP) or Senior Certified Professional (SHRM-SCP), Professional in Human Resources (PHR), or a Senior Professional in Human Resources (SPHR) will substitute for a maximum of one year of the required experience.

Job Duties And Other Information
JOB DUTIES:

  • Performing benefit and payroll reconciliations and researching discrepancies affecting employee coverage, deductions, contributions, and eligibility.
  • Coordinating recruitment and staffing activities, including vacancy announcements, applicant qualification reviews, hiring processes, pre-employment requirements, and onboarding.
  • Providing guidance to employees and management regarding State Civil Service Rules, payroll and benefits procedures, personnel transactions, agency policies, and other HR-related matters.
  • Coordinating and monitoring Continuous Performance Management (CPM), employee training, and other compliance requirements.
  • Assisting with organizational management, position administration, position descriptions, classification activities, employee relations matters, and special HR projects.
  • Maintaining confidential personnel and payroll records in accordance with applicable laws, regulations, retention requirements, and agency policies.
  • Working closely with State Civil Service, the Office of State Uniform Payroll, the Office of Group Benefits, LASERS, TRSL, the Office of Technology Services, and other governmental entities.
POSITION-SPECIFIC DETAILS:

Appointment Type: Probational or Promotional. If filled as a probational appointment, this position requires the selected applicant to serve a minimum probationary period of twelve (12) months. Current permanent status classified employees may be required to accept a probational appointment in lieu of promotion if selected.

Compensation: There is a special entrance rate (SER) for this job series at Treasury:

  • Human Resources Specialist: Starting rate of $26.01/hourly; $2,080.80 biweekly.

Note regarding the advertised pay range: The maximum amount listed is the maximum salary a person can make while in this title and NOT the maximum amount we are allowed to pay a new hire. The actual starting salary depends on the qualifications of the selected applicant.
