Job summary

LND Technical Services is seeking a Payroll & HR Coordinator to support payroll administration, prevailing wage compliance, HR operations, and ADP Workforce Now administration for our multi-state workforce in the Houston area.

The role emphasizes accuracy, confidentiality, and collaboration with HR, Finance, and project teams. Ideal candidates will have payroll experience across states and strong Excel skills, while residing in the greater Houston metro area.

Qualifications

  • Bachelor's degree in HR, Business, Accounting, Finance, or related field.
  • 3-5 years of payroll administration and/or HR operations experience.
  • Experience processing multi-state payroll.
  • Experience using payroll, HRIS, and/or timekeeping systems.
  • Advanced proficiency with Microsoft Excel and Microsoft Office.
  • Strong analytical, organizational, communication, and problem-solving skills.
  • Must currently reside within the greater Houston, TX metropolitan area.

Responsibilities

  • Process multi-state payrolls accurately and on schedule using ADP Workforce Now.
  • Maintain employee payroll records, tax elections, direct deposits, deductions, garnishments, and related transactions.
  • Audit payroll data, investigate discrepancies, and support payroll reconciliations and reporting.
  • Assist with year-end payroll activities, audits, and employee payroll inquiries.
  • Prepare and maintain certified payroll reports and supporting documentation.
  • Support Davis-Bacon Act, Service Contract Act (SCA), and prevailing wage compliance requirements.
  • Administer union payroll requirements, including wage rates, fringe contributions, deductions, and apprenticeship tracking.
  • Coordinate payroll and compliance documentation with project teams and external benefit funds.
  • Maintain employee and payroll records within ADP Workforce Now.
  • Support onboarding, payroll setup, time and attendance administration, workflow processing, and employee self-service inquiries.
  • Generate payroll, workforce, and compliance reports.
  • Assist with system enhancements, testing, and process improvement initiatives.
  • Support employee lifecycle activities including onboarding, offboarding, employment changes, benefits administration, and leave coordination.
  • Administer I-9 employment eligibility verification and coordinate background screenings and drug testing.
  • Maintain confidential personnel records and support compliance audits.
  • Assist employees with routine HR inquiries and maintain up-to-date HR records.
  • Partner with Finance on payroll reconciliations and agency correspondence.
  • Support audits, compliance initiatives, system implementations, and special projects.
  • Maintain strict confidentiality of employee and payroll information.

Reports to: Senior Human Resources Manager

LND Technical Services (LNDTDS) is seeking a Payroll & HR Coordinator to support payroll administration, prevailing wage and certified payroll compliance, HR operations, and ADP Workforce Now administration for a growing multi-state workforce.

This role is ideal for a detail-oriented professional who thrives in a fast-paced environment, takes ownership of their work, and enjoys solving problems while ensuring payroll accuracy, compliance, and exceptional employee support. The Payroll & HR Coordinator will work closely with Human Resources, Finance, Operations, project teams, employees, and external service providers.

Key Responsibilities

Payroll Administration

  • Process multi-state payrolls accurately and on schedule using ADP Workforce Now
  • Maintain employee payroll records, tax elections, direct deposits, deductions, garnishments, and related transactions
  • Audit payroll data, investigate discrepancies, and support payroll reconciliations and reporting
  • Assist with year-end payroll activities, audits, and employee payroll inquiries

Prevailing Wage, Certified Payroll & Union Payroll

  • Prepare and maintain certified payroll reports and supporting documentation
  • Support Davis-Bacon Act, Service Contract Act (SCA), and prevailing wage compliance requirements
  • Administer union payroll requirements, including wage rates, fringe contributions, deductions, and apprenticeship tracking
  • Coordinate payroll and compliance documentation with project teams and external benefit funds

ADP Workforce Now Administration

  • Maintain employee and payroll records within ADP Workforce Now
  • Support onboarding, payroll setup, time and attendance administration, workflow processing, and employee self-service inquiries
  • Generate payroll, workforce, and compliance reports
  • Assist with system enhancements, testing, and process improvement initiatives

HR Operations

  • Support employee lifecycle activities including onboarding, offboarding, employment changes, benefits administration, and leave coordination

Qualifications

Preferred

  • ADP Workforce Now experience
  • Experience with prevailing wage and certified payroll (Davis-Bacon Act and Service Contract Act)
  • Union payroll experience, including collective bargaining agreement administration, apprenticeship tracking, and fringe benefit reporting
  • Experience supporting electrical, engineering, construction, field service, or government contracting workforces
  • Points North experience is a plus
