Pacific Staffing is recruiting an experienced Human Resources Manager for a well‑established Sacramento‑based organization committed to strong values, operational excellence, and a positive employee experience. The Human Resources Manager serves as a strategic partner across all departments, aligning business objectives with employee needs and management priorities. This role supports key HR functions—including employee relations, talent acquisition, performance management, training and development, compliance, compensation, payroll, and employee engagement—while building strong relationships with leaders and staff. The HR Manager delivers integrated HR solutions that promote a positive, compliant, and high‑performing workplace.
Key Responsibilities
- Serve as a trusted advisor to managers and employees on employee relations, performance management, disciplinary actions, investigations, conflict resolution, and employment separations.
- Partner with site managers and recruitment teams to develop staffing strategies, source candidates, and participate in interviews; attend recruiting events and job fairs to build applicant interest.
- Ensure compliance with labor laws, regulations, and company policies across all sites; conduct audits and implement corrective actions.
- Promote employee engagement and foster open communication across all locations.
- Identify training needs and collaborate with management and Safety/Compliance teams to design and deliver training programs; conduct sessions as needed.
- Develop and maintain accurate job descriptions aligned with organizational structure and compensation frameworks.
- Oversee payroll processing to ensure accuracy, timeliness, and compliance with tax regulations and company policies.
- Support benefits administration, including enrollment, claims resolution, and employee communication.
- Manage employee leaves of absence (FMLA, disability, personal leave) and ensure legal compliance and effective communication throughout the process.
- Assist with workers’ compensation reporting, claim coordination, and communication with insurance providers and medical professionals.
- Provide leadership and oversight to HR Generalists and support additional HR roles as the organization grows.

- Bachelor’s degree in Human Resources, Business Administration, or related field.
- Minimum 5 years of HR management experience, including multi‑site HR operations.
- Strong knowledge of HR best practices, policies, and procedures.
- Bachelor’s degree in HR or related field.
- Five years of human resources experience.
