Job Summary:
While Allegheny County has its own Department of Human Resources, individual departments, and Row Offices (such as the Treasurer’s Office) may have their own staff member to facilitate departmental or office-specific human resources responsibilities. The Human Resources Manager will play an integral role in both the onboarding of new staff to the Allegheny County Treasurer’s Office and its day-to-day operations. They will have a specific focus on personnel matters, including employee relations; process and track employee leave requests; identify training needs; recommend talent retention initiatives and professional development opportunities; foster programs and atmosphere to enhance workplace cohesion. A successful candidate will be familiar with federal, state, and local employment laws, regulations, ordinances, and guidelines.

The Human Resources Manager must demonstrate the ability to maintain discretion and confidentiality throughout the office.Many of the responsibilities require effective communication and cooperation internally and externally.Specific duties include:

Knowledge, Skills, and Abilities:
•Maintain a high level of confidentiality and discretion.
•Work independently and professionally as a representative of the Treasurer’s Office.
•Utilize conflict resolution and problem-solving skills.
•Identify and address concerns with employee conduct in a timely manner.
•Effectively communicate office policies and advocate for adherence to the employee handbook.
•Work collaboratively with the Allegheny County Department of Human Resources and all levels of leadership within the Treasurer’s Office.
•Foster relationships throughout the Treasurer’s Office and cultivate a safe and healthy workspace for all employees.
Training and Experience:
•Candidate must have a bachelor’s degree in human resources or a related field and five (5) years of experience in human resources administration. An equivalent combination of education and experience may be substituted.
•Proficiency in Microsoft Office Suite required.
•SHRM and/or HRCI certification, or working towards certification, preferred.

Probationary Period
Allegheny County employees covered by collective bargaining agreements shall serve a probationary period specified in their respective union contract, while non-union employees have a one-year probationary period. During this time an employee is extended the opportunity to establish their ability to perform the assigned duties and responsibilities of the job. During this probationary period, they shall have no seniority and may be discharged for any legal reason without further recourse.
