Human Resources Manager & Administrative Operations Lead

PCG is working with a a growing enterprise supplying construction products across Louisiana. With stable long-term project backlogs and an upcoming expansion, they are positioning operations for significant scaled growth.
We are seeking a Human Resources Manager & Administrative Operations Lead to establish the first in-house HR department while partnering closely with executive leadership on core business administration. This is a high-visibility, high-impact role where you won't just follow a playbook. You will write it. You will serve as a strategic culture builder, field recruiter, operational organizer, and trusted partner to our field workforce and executive team.
Key Responsibilities
- Build from Scratch: Establish, standardize, and lead our in-house HR function, developing key policies, workflows, and employee handbooks with backing from external advisors and institutional capital partners.
- Performance & Feedback Systems: Design and execute performance evaluation cycles, feedback channels, and structured Improvement Plans to foster accountability and development across both management and operational tiers.
- Employee Relations & Culture: Act as an accessible, pragmatic, and approachable resource for both in-house employees (65+) and third-party site personnel (60–70+).
- Benefits & Payroll Support: Oversee benefits open enrollment and administration (Health, Dental, Vision, STD/LTD, Life) and partner with a third-party PEO/payroll provider (using UKG and integrated time-tracking systems).
2. Field Workforce Recruitment & Onboarding
- High-Volume Field Staffing: Drive full-cycle recruitment and onboarding for skilled trade, yard, batch, maintenance, quality control, and general labor personnel.
- Site Expansion Support: Lead the hiring push to staff the new operational facility, anticipating 15–20+ immediate operational hires as the site ramps up over the next 12 months.
3. Administrative & Executive Operations
- Executive Administrative Partner: Provide high-level administrative support to the CEO and leadership team, taking ownership of task hand-offs, operational scheduling, and administrative follow-through.
- Contract & Vendor Administration: Assist with administrative oversight of vendor relationships, contract execution, and support asset management administrative workflows.
- Growth & Department Leadership: Manage potential subordinate administrative or safety personnel as the company expands and regional footprint grows.
Key Qualifications
- Experience: 5+ years of progressive HR experience, preferably within construction, heavy civil, manufacturing, logistics, or industrial field-labor environments.
- Proven Builder: Demonstrated ability to build HR programs, recruiting pipelines, or operational frameworks with minimal direct guidance.
- Recruitment Expertise: Strong track record of successfully hiring, onboarding, and retaining industrial and skilled field labor forces.
- Hands-On Mindset: A proactive "doer" who embraces execution and administrative work alongside strategic oversight.
- Polished Business Aptitude: Strong business acumen with the ability to manage contract administration, liaise with executive leadership, and handle sensitive information professionally.
- HRIS & Payroll Exposure: Familiarity with integrated payroll/timekeeping software (experience with UKG or similar PEO platforms is a plus).
- Location & Travel: Based in Baton Rouge, LA with willingness to travel occasionally as operational needs require.
