Jobtailor in Atlanta is seeking an experienced HR Manager to lead staffing, onboarding, and compliance across multi-state expansion. You will collaborate with leadership to drive talent strategies and ensure efficient HR operations.

The role requires 4+ years in HR management with expertise in payroll, benefits, employment law, and ATS/HRIS. Strong communication, confidentiality, and analytical skills are essential for success.

Qualifications

  • Bachelor's degree in Human Resources, Business Administration, or related field required.
  • Minimum of 4 years of Human Resources Manager experience.
  • Minimum of 4 years of Talent Management and Operational Compensation experience.
  • SHRM-CP or SHRM-SCP certifications preferred.

Responsibilities

  • Collaborate with leadership to implement HR and talent strategies supporting staffing, recruitment, retention, and succession planning.
  • Recruit for new and out-of-state roles to support multi-state expansion.
  • Ensure recruiting and onboarding comply with state labor laws.
  • Establish unemployment and Department of Labor recruiting accounts.
  • Recruit, interview, and hire qualified candidates in partnership with program managers.
  • Coordinate offer letters, background checks, reference checks, immunization, and safety requirements.
  • Manage onboarding and separation processes, including documentation, client worksite in-processing, orientations, exit interviews, property distribution and returns, and Department of Labor notifications.
  • Monitor employment laws, regulations, HR best practices, and emerging HR technologies.
  • Secure business licenses and establish unemployment accounts for multi-state expansion.
  • Meet state tax requirements and set up payroll taxes.
  • Maintain compliant payroll practices.
  • Maintain and update the company compensation structure with the CHRO and Sr. Contracts Administrator/Cost Accountant.
  • Process accurate, timely bi-weekly payroll, including timecards, benefits, garnishments, taxes, and deductions.
  • Process payroll changes and documentation for hires, terminations, assignment changes, promotions, and salary increases.
  • Process PTO, 401(k), transportation, tuition, and training reimbursement requests.
  • Review 401(k) and benefits reports and ensure accurate, timely contribution and deduction changes.
  • Develop and implement payroll policies and procedures.
  • Perform other related duties assigned by ASRT, Inc.

Requirements

  • Ability to maintain confidentiality and safeguard personnel and proprietary information
  • Prior Applicant Tracking System/HRIS experience
  • Excellent verbal and written communication skills
  • Thorough knowledge of employment laws and best practices
  • Excellent organizational skills and attention to detail
  • Excellent interpersonal skills and ability to manage sensitive and confidential situations professionally and diplomatically
  • Strong analytical and problem-solving skills
  • Proficiency with Microsoft Office Suite or related software
  • Excellent oral and written communication skills in English
  • Must be a United States citizen, permanent resident, or authorized to work in the United States
  • Must be able to lift 15 pounds at times
  • Prolonged periods of sitting at a desk and working on a computer
  • SHRM-CP or SHRM-SCP is preferred
  • Experience recruiting for scientific positions is desirable
