Starting Pay: $143,665.60 - $189,862.40

The Opportunity Under the broad policy guidance of the County Commission, the Human Resources Director serves as an appointed executive overseeing all aspects of the county’s HR functions. You will act as a trusted strategic advisor to elected officials and department heads, ensuring our workforce is aligned with the county's mission while maintaining strict compliance with all applicable employment laws and safety regulations.

Core Responsibilities & Key Knowledge, Skills, and Abilities (KSAs)
  • Strategic HR Leadership: Direct talent management, learning and development, compensation and benefits, workforce planning, and organizational risk management.
  • Employee Relations & Accountability: Navigate complex employee relations matters, workplace investigations, corrective actions, and employee separations, ensuring decisions are fair, consistent, and legally defensible.
  • Organizational Change & Culture: Act as a change agent to build a culture of exceptional customer service, high emotional intelligence, and organizational accountability.
  • Executive Counsel & Political Acumen: Provide objective, solution-oriented guidance to executive leadership. Navigate sensitive, highly confidential, or emotionally charged situations with diplomacy, tact, and professional independence.
  • Public Stewardship: Balance workforce advocacy with the responsibility to ensure HR practices ultimately serve the best interests of taxpayers and the community.
  • Compliance & Risk Management: Maintain extensive knowledge of employment practices, labor laws, policy administration, and safety protocols to mitigate county liability.
Recommended Qualifications
  • Master's degree in Human Resource Management, Public Administration, Business Administration, or a closely related field.
  • Seven (7) years of progressively responsible professional experience in human resources, which must include at least two (2) years in a supervisory or leadership capacity.
  • Current HR certification as a Certified Compensation Professional (CCP), Professional in Human Resources (PHR/SPHR), or SHRM-Certified Professional (SHRM-CP/SHRM-SCP), OR the ability to obtain certification within one (1) year of employment.
Preferred Qualifications
  • Extensive HR service delivery experience within state or local government.
  • Five (5) or more years of executive-level management experience.

  • Assessor The Utah County Assessor's office is responsible for classifying all property in the county; in cooperation with the Recorder's office, associate ownership with the property; establishing a taxable value for all property subject to property taxation; and compiling this information into reports that are utilized by the Auditor's office to calculate tax rates and the Treasurer's office for collections.
  • Attorney The County Attorney's Office protects Utah County by vigorously prosecuting and investigating crime, compassionately assisting crime victims, and by providing the highest quality legal representation to Utah County Government.
  • Clerk/Auditor The County Auditor investigates all financial claims against the county and pays the bills. The Clerk Auditors Office examines the financial bonds kept by the other county officials to see that accurate and complete records are maintained. Conducts all elections in Utah county pertaining to county, state or national offices, and marriage licenses and passports are processed in the Clerk/Auditor Office.
  • Recorder The County Recorder keeps the official records of the county, recording mortgages, deeds, and other documents involving property. The Recorder also maintains up-to-date maps which show current ownership of every section of land.
  • Sheriff The County Sheriff is the law enforcement officer in the county and is responsible for the preservation of the peace. The Sheriff and deputies make arrests and prepare legal papers for Sheriff's sale. The Sheriff also oversees the County Jail.
  • Surveyor The County Surveyor Office identifies and protects the section corner monuments that define record title (real property) interests. The Surveyor Office acts as a depository for all records of survey and is responsible for performing survey work for Utah County.
  • Health The Utah County Health Department seeks to prevent avoidable disease and injury, and promote health by monitoring the health of the community, and assuring conditions in which people can be healthy.
  • Information Systems The Information Systems department provides technology support to all Utah County government agencies. This support includes acquisition, deployment and management of computer-based workstations, software applications, local and wide-area network infrastructure, security, and information use policy.
  • Children's Justice Center The Children's Justice Center is a homelike facility which serves children and families who are experiencing the crisis and chaos that comes with the disclosure of significant physical or sexual abuse of a child.
  • Human Resources The County Human Resources Office provides full Human Resource services including payroll and benefits for approximately 1,200 Utah County employees.
  • Justice Court The Utah County Justice Court is established by Utah County and has the authority to deal with class B and C misdemeanors, violations of ordinances, small claims, and infractions committed within County jurisdiction.
  • Public Works The Utah County Public Works Department is a multi-service Department within County government operating in the areas of Administration, Buildings, Engineering, Mapping, Motor Pool, Parks, Roads, Special Projects, Surveying and Telecommunications.
