About the Opportunity
Director of Human Resources

PACE Enterprises of West Virginia is seeking a motivated, resourceful, and adaptable Director of Human Resources to lead HR operations for our mission-driven organization.

PACE provides meaningful employment opportunities and supportive services to individuals with disabilities across multiple programs and worksites throughout West Virginia.

As our primary HR professional, you'll oversee virtually every aspect of Human Resources, from recruiting and employee relations to benefits, compliance, and organizational development.

This is an excellent opportunity for an HR professional who thrives on variety, enjoys creative problem-solving, and wants to make a meaningful impact. You'll work closely with executive leadership and department managers while independently managing the organization's day-to-day HR needs.

We're particularly interested in candidates with strong talent acquisition and employee relations experience, especially those familiar with nonprofit organizations, social services, disability employment, or government contracting.

Key Responsibilities
Talent Acquisition & Workforce Planning
  • Lead full-cycle recruitment, including job postings, candidate screening, interviews, offers, background checks, and onboarding.
  • Develop recruitment strategies for positions with ongoing staffing challenges or high turnover.
  • Partner with managers to anticipate workforce needs and maintain recruitment pipelines.
  • Ensure hiring practices comply with applicable laws, contract requirements, and organizational policies.
Employee Relations & Performance Management
  • Serve as the primary HR resource for employees and managers regarding workplace concerns, complaints, policies, and performance.
  • Conduct workplace investigations and recommend appropriate resolutions.
  • Coach managers through corrective actions, disciplinary procedures, and sensitive employee matters.
  • Promote consistent, fair, and legally compliant employment practices.
HR Compliance & Government Contracts
  • Maintain compliance with applicable employment laws, including FLSA, FMLA, ADA, Title VII, and state employment requirements.
  • Maintain employee policies, personnel records, job descriptions, and required documentation.
  • Support HR-related audits and compliance initiatives.
  • Collaborate with program leadership to support federal and state contract requirements.
  • Assist with applicable wage determinations, employee classifications, and fringe-benefit obligations.
  • Support employment programs serving individuals with disabilities while maintaining appropriate confidentiality and employment practices.
Benefits, Leave & Workers' Compensation
  • Administer employee benefits, including medical, dental, vision, life insurance, disability, and retirement programs.
  • Coordinate annual renewals, open enrollment, employee eligibility, and benefits communication.
  • Serve as the primary contact for benefit brokers, insurance carriers, retirement providers, and third-party administrators.
  • Administer FMLA and other applicable leave programs.
  • Coordinate ADA accommodation requests and the interactive process.
  • Manage workers' compensation claims, return-to-work processes, and related documentation.
  • Collaborate with Finance and payroll to ensure accurate benefit deductions and employer contributions.
HRIS, Reporting & Administrative Operations
  • Maintain accurate employee records and personnel changes within the organization's HRIS.
  • Support payroll and timekeeping accuracy through collaboration with Finance.
  • Develop reports tracking staffing, turnover, compensation, benefits, and compliance.
  • Maintain organized, confidential personnel records.
  • Identify opportunities to improve processes, automate repetitive tasks, and increase operational efficiency.
Training & Organizational Development
  • Coordinate required employee training and learning-management activities.
  • Develop practical HR resources, templates, policies, and procedures.
  • Assist leadership with employee engagement, staffing strategies, workforce planning, and organizational improvements.
  • Provide managers with guidance on interviewing, performance management, documentation, and employment practices.
Required Qualifications
  • Bachelor's degree in Human Resources, Business Administration, Management, Psychology, Social Services, or a related field. Equivalent education and experience may be considered.
  • Approximately 3–5 years of progressively responsible HR experience, preferably across multiple HR functions.
  • Demonstrated recruiting and talent acquisition experience.
  • Experience managing employee-relations matters with professionalism and discretion.
  • Working knowledge of federal and state employment laws.
  • Strong written and verbal communication skills.
  • Excellent organizational skills and the ability to manage competing priorities independently.
  • Proficiency in Microsoft Word and Excel.
  • Strong research, critical-thinking, and problem-solving abilities.
  • Comfort learning and managing multiple HR and business systems.
Preferred Qualifications
  • SHRM-CP, PHR, or another recognized HR certification.
  • Experience in nonprofit organizations, social services, disability services, vocational rehabilitation, behavioral health, or related human-services environments.
  • Experience working with employees with disabilities or individuals receiving supportive employment services.
  • Familiarity with federal or state government contracts, AbilityOne, State Use programs, Service Contract Labor Standards, wage determinations, or fringe-benefit administration.
  • Experience administering employee benefits and coordinating with external brokers and vendors.
  • Experience with Paycom or comparable HRIS platforms.
  • Experience administering FMLA, ADA accommodations, and workers' compensation.
  • Advanced Excel and HR reporting skills.
