Qualifications

  • Experience managing full-cycle recruiting processes.

Responsibilities

  • Conducts full cycle recruitment effort and coordinates communication with candidates and hiring managers.
  • Onboards new hires including offer letters, background checks, orientation, and logistics.
  • Performs HR administrative tasks including recruitment metrics, postings, and file management.
  • Searches for qualified candidates via networking, job fairs, recruiting firms, and referrals.
  • Provides management with interviewing and onboarding training.
  • Advises on recruiting/retention programs and attends relevant events to promote recruitment.
  • Develops recruiting strategies to meet staffing needs and supports all HR functions.
  • Attends staff meetings and adheres to center policies and procedures.
  • Maintains schedule flexibility.

About PACE

Philanthropists Gary and Mary West founded West Health with the mission of enabling seniors to successfully age in place with access to high-quality, affordable health and support services that preserve and protect their dignity, quality of life, and independence. The Gary and Mary West PACE (Program of All-inclusive Care for the Elderly), affiliated with West Health (www.westhealth.org), is a non-profit that delivers medical, social, and behavioral services to the frail elderly to the North County of San Diego. Position Summary:

Under the direction of the HR Director, the HR Specialist performs a broad range of technical and administrative support duties related to recruitment, selection, staffing, credentialing, and employment processing, providing information to staff, applicants, and the public. This position will be familiar with supporting the HR Department in all HR functions as needed, providing back-up to the HR Generalist position.

Essential Functions:
  • Conducts full cycle recruitment effort and coordinates communication with candidates and hiring managers.
  • Conducts new hire processing and onboarding including offer letters, background screen and medical requirements, orientation, and internal and equipment logistics.
  • Performs administrative functions in relation to the recruitment process including recruitment metrics, job postings, timely communication with applicants, requisition management, and employee file management.
  • Perform searches for qualified candidates, using sources such as networking, internet recruiting resources, job fairs, recruiting firms, or employee referrals.
  • Provide management with information or training related to interviewing and on-boarding procedures.
  • Advise management on organizing, preparing, or implementing recruiting or retention programs.
  • Attends relevant events including job fairs, seminars, and local networking events to promote recruitment efforts.
  • Develop or implement recruiting strategies to meet current or anticipated staffing needs.
  • Provide support and act as a back-up to all HR functions.
  • Other activities and projects as requested by management.
  • Responsible for performing all duties and responsibilities in a manner that complies with the mission and values of the organization.
  • Attends and participates in staff meetings, in-services, projects, and committees as assigned.
  • Adheres to and supports the center's policies, practices, and procedures.
  • Is flexible in schedule of hours worked.
Education and Certification:
  • Bachelor's Degree in Human Resource Management or related field is preferred.
  • PHR or SHRM-CP certification a plus.
  • Original valid driver license with proof of auto insurance.
Skills and Experience:
  • Minimum 2-4 years of HR Specialist experience, preferably experience with a not-for-profit and/or healthcare organization.
  • Experience in managing full cycle recruiting processes.
  • Background in sourcing resumes a plus.
  • Ability to manage and execute multiple tasks under limited supervision
  • Excellent interpersonal skills
  • Professional written and verbal communication with all levels of staff and vendors a must
  • Possess a strong understanding of State Labor Laws
  • Intermediate computer skills necessary: MS Office Suite
  • Proficient in HRIS and ATS related software.
  • Ability to exhibit a high level of confidentiality.
Medical Clearance:

Employees must have medical clearance for communicable diseases and up-to-date immunizations before having direct participant contact.
