Job summary

The University of South Carolina School of Medicine Columbia seeks a Human Resources Coordinator to oversee hiring, postings, and HR actions for FSOM staff and affiliates. This role coordinates postings, interviews, and onboarding while ensuring accurate data in HR systems.

Under general supervision, you will manage position descriptions, assist interview committees, and ensure compliance with USC policies. Proficiency in PeopleSoft, PeopleAdmin, and MS Office is expected.

  • Knowledge of regulations, laws, processes, and HR policies in higher education.
  • Effective oral and written communication skills.
  • Ability to manage multiple assignments simultaneously.
  • Experience with PeopleSoft and PeopleAdmin HR systems.

Responsibilities

  • Manage the hiring process for FSOM staff, temporary, research grant and time-limited positions.
  • Process position description updates in PeopleAdmin and coordinate postings.
  • Assist interview committees and provide HR recruitment tools as needed.
  • Approve HR actions in PeopleSoft/HCM and ensure compliance with policies.
  • Coordinate annual EPMS process and HR reporting.

Position Description Advertised Job Summary

Under general supervision, manages and coordinates a variety of professional duties in the administration of human resources programs for the Floyd School of Medicine Columbia (FSOM). Serves and maintains good working relationships with the SOMC Basic Sciences, Florence initiative, Brain Health Network, leased Prisma Health Medical Group-Midlands along with other departments for approximately 700 employees and 1700 including affiliates. This position coordinates and manages all HR-related actions, including hiring, job changes, reappointments, and terminations for staff to include FTE positions, temporary positions, research grant and time-limited positions in the HCM -Peopleoft and PeopleAdmin systems for various departments of FSOM. Ensures operational accuracy and efficiency initiating and monitoring HR actions.

Manages, plans, and coordinates various human resources-related functions to include: processing position description updates in PeopleAdmin. Submits job postings through PeopleAdmin and assists on interview committees, as needed. This position coordinates all HR-related actions, including hiring, job changes, reappointments, and terminations for faculty and staff. Manages internal performance review process for department staff Conducts follow-up activities to ensure correct updates are processed, approved, and notated in PeopleSoft HCM and special human resources-related projects as assigned. Serves as backup for Time & Labor (T/L & ABS) and benefits management. Demonstrates commitment to conducting business lawfully and ethically by consistently adhering to compliance policies, procedures, and regulations.

Job Related Minimum Required Education and Experience

Requires a bachelor's degree in a job related field and 2 or more years of job related experience, which may be substituted by an equivalent combination of job related certification, training, education, and/or experience.

Job Duties

Manages and coordinates the entire hiring process, recruiting, hiring proposal, offer letters, required hiring items, assigning onboarding tasks, Form I-9 completion for staff: temporary, research grant and time-limited positions and non-academic affiliates at FSOM as assigned. Evaluate and approve Hiring proposals submitted from FSOM departments before submitting to DHR to provide ensure accuracy and compliance. Assists on interview committees, as needed with departments and providing HR interviewing and recruitment tools.

Processes position description updates (reclassification, ADR, PD changes such as department, supervisor, hours, location updates, etc.) in PeopleAdmin. Coordinate with managers the FSOM Annual review for FTE staff to ensure compliance with DHR. Assignments may vary depending on the volume of hires throughout the year. Serves as a backup for FSOM HR team as needed with hires and position description Actions.

Initiates and approves transactions with HCM -Peopleoft for HR actions, salary changes, status changes, hours worked, supplements, PFP and bonus payment. Advises and coordinates with HR department contacts to approve and ensure compliance of these type of transactions through PeopleSoft and/or HCM Peoplesoft.

Interprets, provides guidance, and enforces HR policies and procedures. Serves as a liaison with faculty, staff, and HR department contacts as necessary to obtain and provide information as it is related to Human Resources. Assists employees with T/L and ABS-related issues and serves as a backup for T/L Administrator.

Manages and completes special HR-related projects for the SOMC HR office as assigned such as I-9 audit, Quarterly DHR Telecommuting reports. Collaborates with the Office of the Dean's special projects and Legal Office requests. Analyze and prepare yearly staffing, turnover and hiring reports for FSOM HR and Leadership.

Evaluates and escalates moderate to high level issues to HR staff as needed and provides support such as collecting documentation, interviews, preparing leave reports and participate as necessary in meetings with employees.

Performs other duties as assigned.

Coordinated and manage the FSOM Staff annual EPMS Program for assigned areas. Advise managers of the EPMS process and provide evaluation tools. Collect and document EPMS review log and work with DHR to complete the process and troubleshoot any errors with departments and ensure compliance.
