Qualifications

Responsibilities

  • Partner with employees to resolve payroll, time and labor, and benefits issues (25% of time).
  • Lead hiring proposals, drafting offers, onboarding, I-9, E-Verify, and related processes (25%).
  • Process transactions in HCM systems for reappointments, promotions, and staff changes (20%).
  • Provide benefits support and time-off management (10%).
  • Oversee recruitment for temporary/adjunct positions and coordinate interviews (15%).
  • Provide backup support to HR staff as needed (5%).

Position Description

The HRBP – HR Specialist serves as a key resource for employees and departments, providing support across a broad range of human resources functions, including recruitment, onboarding, payroll, benefits, leave administration, and employment transactions. This role ensures the accuracy and efficiency of HR processes by coordinating hiring, employee lifecycle changes, and annual HR activities while maintaining compliance with applicable policies and procedures. Acting as a liaison between employees, departments, and HR specialists, the position delivers responsive customer service, resolves routine HR issues, and supports workforce planning and recruitment efforts. The HRBP – HR Specialist also serves as a backup to HR staff as needed to ensure seamless HR operations.

Job Related Minimum Required Education and Experience
  • Requires a bachelor’s degree in a job related field and 1 or more years of job related experience, which may be substituted by an equivalent combination of job related certification, training, education, and/or experience.
Preferred Qualifications
  • Knowledge and understanding of USC HR policies, State of SC HR Regulations and applicable federal HR laws/regulations specific to higher education.
  • Prior experience in cross-functional HR program management.
Knowledge / Skills / Abilities
  • Excellent communication and interpersonal skills, including clear, accurate, and effective writing.
  • Handles confidential data appropriately while managing multiple assignments simultaneously.
  • Knowledge of state and federal laws and regulations related to human resources, with skill in analyzing requests for compliance with applicable policies, procedures, and regulations.
  • Develops and maintains effective working relationships with internal and external customers.
  • Works effectively both independently and as part of a team.
Job Duties
  • Partner with employees to provide direct service to resolve a variety of employee issues, including but not limited to payroll, time and labor, and benefits. 25% of time.
  • Initiates and tracks the full process for hiring proposals, drafts offer letters, assigns onboarding, initiates the Form I-9, completes E-Verify, resolves tentative non-confirmations, and Supplement B reverifications, reviews applications and engages with State HR Consultant to verify prior state service and/or engage with applicable entities, completes transfer forms for all internal movement. 25% of time.
  • Initiates and approves transactions within PeopleSoft (HCM) for reappointments, tenure and promotion, retention, pay for performance, equity, and changes to hours worked. Initiates additional assignment (internal and dual) review and approval request, including tracking earning limits. Coordinates and approves all status changes (excluding involuntary) for separations, retirements, sabbatical and professional leave, and leaves of absence. 20% of time.
  • Benefits support – initiates and approves absences and timesheets as applicable on behalf of employees or approves in absence of a manager. Provides benefits information to employees and escalates higher level inquiries to applicable parties. 10% of time.
  • Recruitment support – oversees the recruitment process of all temporary and adjunct faculty position types. Confirms minimum qualifications and coordinates recruitment & search interviews. Researches external posting platforms as additional options for recruitment. 15% of time.
  • Escalates moderate to high level issues to HR staff as needed and provides general administrative support. Serves as a backup to HR staff during times of absence or high volume. 5% of time.
