Job summary

The Department of Labor, Licensing and Regulation (LLR) in South Carolina seeks an HR professional to provide technical and specialized duties in recruitment, class and compensation processes, and personnel transactions. You will support onboarding, background checks, I-9 verifications, and maintain HR records in SCEIS and related systems.

You will collaborate with the HR team to process personnel transactions, monitor monthly state break processes, assist with EPMS planning and performance

Qualifications

  • A bachelor’s degree and relevant experience.
  • A combination of education, relevant training, and/or experience may be considered in substitution for the bachelor's degree upon approval by Human Resources.
  • Prior experience with SC Enterprise Information Service (SCEIS) and NEOGOV recruitment platform.

  • Support recruitment and onboarding for new hires, including posting positions, referring candidates, offers, background checks, I-9 verifications, and new hire paperwork.
  • Monitor monthly state temporary break process.
  • Assist with EPMS planning stages and performance reviews, including follow-up on past due items.
  • Maintain HR documentation system, including gathering, processing, filing, scanning, and auditing records.
  • Perform other HR functions such as badge creation, security access, reports, mail handling, and HR phone support.

Responsibilities

  • You will provide technical and specialized professional and administrative duties for the Office of Human Resources, with an emphasis on recruitment, class and compensation processes, and employee database and personnel transactions.
  • You will work within the Human Resources team to complete complex personnel transactions in SCEIS and update applicable databases and spreadsheets.
  • You will support the recruitment and onboarding for new hires to include posting positions, referring candidates, making job offers, completing background checks, processing new hire paperwork, completing I-9 verifications and closing positions.
  • You will monitor, review, and coordinate the state temporary break process on a monthly basis.
  • You will assist with monitoring and keying EPMS planning stages and performance reviews, including following up with supervisors on past due planning stages and evaluations.
  • You will assist with maintaining the Agency’s human resources documentation system to include gathering, processing, filing, scanning, and auditing documentation.
  • You will perform a variety of other human resources functions such as generating identification badges and assigning security access, assisting with reports, handling incoming mail, and serving as telephone contact for Human Resources.

Minimum Qualifications

  • A bachelor’s degree and relevant experience.
  • A combination of education, relevant training, and/or experience may be considered in substitution for the bachelor's degree upon approval by Human Resources.

Preferred Qualifications

  • A bachelor’s degree and prior experience working in a human resource setting and/or in a human resources program.
  • Prior experience with SC Enterprise Information Service (SCEIS) and NEOGOV recruitment platform.
  • STAR Certification (SCEIS Training Accreditation and Recognition)
  • General knowledge of principles and practices of human resource management.
  • General knowledge of human resources policies and procedures.
  • General knowledge of Federal laws and State regulations affecting human resources management.
  • Ability to establish and maintain effective working relationships and execute established work flows with other management staff and employees.
  • Ability to analyze needs and resources and to recommend and communicate solutions effectively.Ability to exercise judgment and discretion in applying and interpreting a variety of policies and procedures.
  • Ability to exhibit a high level of confidentiality. Must have strong verbal and written communication skills.
  • Strong customer service skills.
  • Proficiency in all Microsoft Products such as Word, Excel, Power Point, and other computer applications.

Other Requirements

  • Position works in an office environment with extended periods of sitting and standing.
  • Occasional work outside of normal office hours.
  • May be required to lift, carry, move and/or position objects weighing up to 25 lbs.
  • Daily filing, data entry, telephone and computer use.
