Job description

New York City Taxi and Limousine Commission (TLC) Human Resources Associate

The New York City Taxi and Limousine Commission (TLC) regulates for-hire vehicle industries in NYC, including taxis, limousines, and other transportation services serving over one million passengers daily.

The Human Resources Associate will support HR functions such as personnel services, recruitment, classification, benefits, leaves, and employee programs, along with analytical and reporting duties.

Responsibilities include:
  1. Perform recruitment, onboarding, and personnel activities using HR management systems (NYCAPS, CHRMS, PMS, WCS, PRISE).
  2. Handle new hire, promotion, transfer, and separation requests; conduct pre-employment processing, orientations, and exit interviews.
  3. Manage leave eligibility and administration (FMLA, PFL, sick, parental, military, workers' compensation, etc.).
  4. Process verification of employment, transfer of leave balances, and ensure adherence to workflow procedures.
  5. Attend external hiring events, facilitate internal hiring pools, and issue employee IDs and access cards.
  6. Track, report, escalate issues, and serve as a customer service liaison.
  7. Assist with employee orientation, documentation, research, and records management.
  8. Coordinate special programs and serve as back-up team member.

Work Hours: Monday-Friday, 9:00 am - 5:00 pm.
