Job description

This is a Non-Civil Service position with the Election Commission.

The Human Resources Analyst Senior is responsible for administering and coordinating the human resources functions of the Davidson County Election Commission. The analyst supports a professional, responsive, compliant, and service-oriented workplace by managing employee and election-worker personnel processes; coordinating with Metropolitan Government human resources, benefits, risk management, and other departments; maintaining confidential personnel records; monitoring required training; and assisting employees with leave, benefits, workplace concerns, and related matters.

This position performs work requiring sound judgment, discretion, strong organizational skills, knowledge of applicable personnel policies and procedures, and the ability to manage high-volume hiring and personnel activity associated with elections. The analyst must maintain strict confidentiality and promote fair, respectful, and consistent personnel practices.

Employee Onboarding
  • Coordinate onboarding for regular employees, temporary employees, election workers, and other personnel as assigned, including high-volume hiring and staffing needs during election cycles.
  • Prepare, distribute, collect, and track new-hire documents and electronic forms, including documents processed through DocuSign or other approved systems.
  • Enter and submit personnel information in Oracle or other designated systems for review and approval by Metropolitan Government Human Resources.
  • Prepare and transmit required payroll paperwork and related personnel documentation to the Finance Manager.
  • Monitor the status of new hires and ensure that all required human resources and payroll approvals are completed in a timely manner, so personnel are ready to work as scheduled.
  • Establish and maintain accurate, complete, and confidential personnel files in accordance with applicable records retention requirements and personnel policies.
  • Coordinate personnel actions involving Election Commissioners, including onboarding, separation, and related administrative processing when Commission membership changes.
Personnel Administration and Records
  • Process and track personnel actions, including promotions, demotions, transfers, resignations, retirements, terminations, changes in employment status, and other employment-related updates.
  • Ensure personnel transactions are accurately entered into Oracle or other authorized systems and are properly documented, approved, and communicated to applicable departments.
  • Maintain current employee data, including emergency contact information, and support the maintenance of contact information for election workers when assigned.
  • Respond promptly and accurately to unemployment-related requests, including requests from Metropolitan Government Human Resources, unemployment vendors, and other authorized parties, while meeting required response deadlines.
  • Prepare reports, correspondence, records, and documentation related to human resources functions as requested.
Employee Relations, Leave, Benefits, and Support
  • Serve as a primary resource for employees and managers, providing timely guidance on personnel policies, benefits, leave options, workplace resources, and appropriate administrative processes.
  • Assist employees with Family and Medical Leave Act (FMLA), family leave, and other leave-related matters, coordinating with Metropolitan Government Human Resources and other departments as appropriate.
  • Provide employees with information about the Employee Assistance Program (EAP), benefits, and available support resources, particularly when employees are experiencing personal or workplace difficulties.
  • Maintain confidentiality and exercise sensitivity when responding to employee concerns, personal matters, medical information, leave requests, and workplace issues.
  • Support fair and consistent application of personnel policies and elevate complex employee relations matters to the Administrator of Elections, Metropolitan Government Human Resources, legal counsel, or other appropriate authorities.
Training, Compliance, and Policy Administration
  • Monitor compliance with Metropolitan Government, State of Tennessee, and Election Commission training requirements.
  • Maintain working knowledge of mandatory training requirements and develop or maintain systems to track employee completion and outstanding training obligations.
  • Review employee training transcripts periodically, notify employees and supervisors of incomplete requirements, and assign training through Oracle or other approved systems when appropriate.
  • Coordinate and document Title VI training and compliance activities as required by the State of Tennessee or other applicable authorities.
  • Maintain and update Election Commission personnel policies and procedures in coordination with the Administrator of Elections, Metropolitan Government Human Resources, legal counsel, and other appropriate parties.
  • Attend and share information with Senior Leadership team from scheduled human resources meetings, including quarterly meetings and other required professional development or compliance meetings.
Safety, Emergency, and Risk Management Support
  • Coordinate Injury on Duty claims and related paperwork; communicate with employees, supervisors, risk management personnel, and other relevant parties to support timely processing and follow-up.
  • Assist in maintaining the Election Commission’s emergency plan and personnel emergency contact procedures.
  • Support election-related continuity planning, including readiness of staff and, when assigned, election workers for emergency communications and operational needs.
Budget and Election Operations Support
  • Work collaboratively with the Finance Manager on human resources matters that may affect staffing costs, payroll, benefits, position control, budget planning, and election-related personnel expenditures.
  • Perform special projects, election-related assignments, and other duties as assigned by the Administrator of Elections.

Bachelor’s degree in human resources, public administration, business administration, management, or a closely related field from an accredited college or university; and at least three years of progressively responsible human resources, personnel administration, payroll, benefits, employee relations, or public-sector administrative experience.

Additional experience may be considered in lieu of education (1:1 ratio)

Note: Per Metro Ordinance No. SO94-1078. All employees of the Metropolitan Government shall be residents of the State of Tennessee or become residents of the state within six (6) months of employment as a prerequisite to employment with the Metropolitan Government.

  • Human resources experience in a governmental, public-sector, or highly regulated environment.
  • Experience with high-volume or seasonal hiring, onboarding, and personnel tracking.
  • Experience using Oracle Human Capital Management, Oracle Enterprise Resource Planning, or a comparable human resources information system.
  • Experience coordinating FMLA, workers’ compensation or Injury on Duty claims, unemployment responses, payroll-related paperwork, and mandatory training compliance.
  • Professional human resources certification, such as SHRM-CP, SHRM-SCP, PHR, SPHR, IPMA-HR, or equivalent credential.
  • Knowledge of election administration, election worker recruitment, or election operations.
