Description

This full-time, in-office position is ideal for an experienced HR professional who can balance hands-on work in recruitment and benefits administration while leading training operations and collaborating across departments to drive engagement and retention. Qualifications

Key Responsibilities:

Benefits Administration (Approx. 40%)

  • Serve as a primary point of contact for employee benefit questions, enrollment, and issue resolution.
  • Lead annual open enrollment and employee communications.
  • Maintain accurate employee benefits records and ensure compliance with HIPAA, COBRA, ACA, and other applicable regulations.
  • Work closely with third-party administrators to manage benefit-related issues, ensuring accurate tracking and resolution of employee concerns.
  • Coordinate and administer the organization’s 401(k) retirement plan, including employee enrollments, contribution & withdrawal approvals, and liaison with plan providers to ensure compliance and resolve issues.
  • Assist with audits and reporting as required.

Recruitment (Approx. 25%)

  • Perform full-cycle recruitment for a range of positions, including Direct Support Professionals (DSPs), administrative, and leadership roles.
  • Post job openings, actively source candidates, review applications, conduct phone screenings, and schedule interviews.
  • Maintain close communication with hiring managers to align role requirements and timelines.
  • Coordinate and lead the onboarding process, ensuring a smooth transition for new hires.
  • Collaborate with the Director of Resource Management and Recruiter to address immediate hiring needs and develop long-term workforce strategies.
  • Track and report on key recruitment metrics such as time-to-fill, offer acceptance rate, and candidate pipeline strength.
  • Work closely with the scheduling team to fill scheduling gaps or "holes" by quickly identifying and placing qualified candidates.
  • Coordinate with the scheduling department to understand the specific needs of individuals supported, matching candidates to positions based on their background, experience, and location to ensure optimal care and service delivery.
  • Regularly communicate staffing updates to the scheduling department to ensure alignment on recruitment progress and staffing levels.
  • Help manage applicant tracking systems and recruitment reporting.
  • Participate in onboarding and orientation efforts as needed.

Training & Development (Approx. 25%)

  • Supervise and support a team of Training Coordinators.
  • Partner with internal stakeholders to implement DSP onboarding and training.
  • Ensure staff receive timely and compliant training in accordance with regulatory requirements.
  • Evaluate training effectiveness and recommend improvements or new initiatives.
  • Help promote a culture of continuous learning and employee growth.

Other (Approx 10%)

  • Serve as a resource for policy questions and employee relations concerns.
  • Assist in performance management processes and HR compliance efforts.
  • Manage and update employee handbook and other policies/procedures as necessary.
  • Contribute to DEI efforts and other organizational initiatives.
  • Perform other duties as assigned.

Qualifications:

  • Bachelor’s degree in human resources, Business, or related field (Master’s preferred).
  • 5+ years of HR experience with responsibility in at least two of the following areas: recruitment, benefits, training.
  • Working knowledge of 55 Pa. Code Chapters 6100, 6400, and 6500 regulations preferred.
  • Prior supervisory experience preferred.
  • Excellent organizational, interpersonal, and communication skills.
  • Demonstrated ability to handle sensitive information with discretion.
  • Working knowledge of employment law and HR best practices.
  • Experience with HRIS, applicant tracking systems, and learning management platforms.

Work Environment & Schedule:

  • This is a full-time, in-office position based at our Horsham office.
  • Occasional travel to recruitment events or job fairs may be required.
  • Standard business hours apply, with occasional flexibility required during peak hiring or benefits enrollment periods.
