Job summary

CFS is seeking an HR Manager to own the HR function in a municipal environment, guiding culture through a period of transition. You will build processes, influence leadership, and drive change with direct visibility to the executive team.

Responsibilities include overseeing payroll, benefits, compliance, and employee relations; leading training, policy administration, and union-related documentation; and maintaining accurate employee records and contracts.

Qualifications

• 2+ years of HR experience in municipal or government settings.
• Experience working with unions (AFSCME or similar).
• Bachelor's degree and SHRM certification preferred.
• Experience managing payroll and benefits administration.

• Oversee payroll processes, including reviewing deductions, direct deposits, and retiree transitions.
• Manage benefits administration, vendor coordination, and employee communications.
• Handle employee relations, compliance, and reporting (ACA, EEOC, workers' comp).

• Maintain employee records, contracts, and union-related documentation.
