Job description

SUMMARY:

Under limited supervision, performs advanced-level professional personnel work in functional areas as assigned which may include, but are not limited to, employee relations, recruitment, selection, training and organizational development, classification development, compensation management, and/or maintaining human resources information systems (HRIS). Incumbents have broad-based accountability and are responsible for developing, implementing and evaluating programs; serving as an expert resource in one or more functions; providing guidance; and handle programs or activities which are highly sensitive and have high levels of liability and risk.

ESSENTIAL DUTIES & RESPONSIBILITIES:

  • Analyzes and interprets HR policies and procedures. Provides guidance to managers and supervisors, as well as to individual employees.
  • Serves as a liaison between Human Resources and other departments.
  • Develop and implement plans and strategies for recruiting better qualified and more diverse applicants.
  • Coordinates or oversees the hiring process to ensure all applicable rules, regulations, and procedures are followed; identifies any pre-employment issues and makes recommendations as to whether to continue applicant conditional employment.
  • Administer the full-cycle onboarding process for new hires, including completion of required employment documentation, data entry and maintenance in the HRIS, benefits enrollment coordination, beneficiary designation processing, and accurate entry of employee and benefits information into the HRIS and applicable vendor portals to ensure compliance and data integrity.
  • Administer the annual open enrollment process, including communicating enrollment timelines and benefit plan information to employees; coordinating and distributing enrollment materials; collecting and reviewing benefits election and beneficiary designation updates; accurately entering and updating employee elections in the HRIS and applicable benefits administration portals; and serving as a resource to employees regarding benefits enrollment and related questions.
  • Oversee the processing of personnel transactions and ensure payroll, time-off accruals, and other deductions are administered in accordance with applicable labor contracts and employment agreements; maintain awareness of any changes relating to payroll.
  • Develops, conducts, and/or coordinates training for employees.
  • Implements and monitors evaluation and appraisal methods to ensure timeliness and consistency.
  • Collects, assimilates, analyzes and presents routine and complex data and/or information efficiently.
  • Performs confidential, complex research and investigations related to human resources; issues; compiles and evaluates data and makes recommendations to appropriate individual(s).
  • Conducts special projects such as preparing reports, conducting job analyses/audits, coordinating installation of software packages, and conducting studies; and manages significant and long-term human resources projects.
  • Organizes work and maintains effective documentation of work performed.
  • Reviews, revises, and implements City policies and procedures.
  • Maintains regular attendance and punctuality.
  • May serve as designee to City boards or Commissions.
  • Performs other duties of a similar nature or level as assigned.
REQUIRED QUALIFICATIONS:

Bachelor's degree in Human Resources, Business Administration, Public Administration, or a related field and two years of professional-level human resources experience. Substitution(s): A Master’s degree in any of the fields previously listed may be substituted for 1 year of the required experience.

PREFERRED QUALIFICATIONS:
  • CLRP, PHR, SPHR, SHRM CP or SHRM SCP certification.
KNOWLEDGE, SKILLS, AND ABILITIES

Knowledge of local, state and federal laws and regulations governing human resource functions such as FMLA, Title VII, COBRA, FLSA, etc.; human resources principles and practices in assigned area of responsibility, which may include recruitment, testing and selection, compensation, classification, employee relations, organizational development, and/or training; compensation programs and administration; benefit programs and administration; using a computer and related software applications; extensive experience in data entry; ability to maintain effective working relationships with others; ability to communicate effectively orally and in writing.
