The City of Kirkwood in Missouri seeks an experienced Human Resources professional to support day-to-day HR operations and serve as a resource to employees, supervisors, and department leaders on policies, benefits, leave, and performance management.

The role will collaborate with the HR Director on employment law compliance, HRIS and payroll, reporting, and organizational initiatives, with a focus on confidential records and continuous improvement of HR processes.

Qualifications

  • Bachelor's degree required in HR-related field.
  • 3+ years of progressively responsible HR experience; certifications desirable.

PRIMARY PURPOSE

Supports the day-to-day operations of the Human Resources Department and provides guidance to employees, supervisors, and department leaders on policies, procedures, benefits, leave, performance management, and employment matters. Works with the Human Resources Director on employee and labor relations, employment law compliance, benefits and leave administration, performance management, training and development, HR operations, and organizational initiatives.

ESSENTIAL JOB FUNCTIONS
Human Resources Operations
  • Supports administration of the City's Human Resources programs, policies, procedures, and employment processes.
  • Serves as a professional HR resource to employees, supervisors, and department leaders regarding HR policies, benefits, leave, performance management, and general employment matters.
  • Coordinates employment transactions, including transfers, promotions, status changes, separations, and other employment actions.
  • Maintains accurate and confidential employee records and HR information and utilizes HRIS, payroll, reporting, and other HR technology to support employment transactions, compliance, and department operations.
  • Prepares and maintains HR reports, workforce data, and required records.
Benefits and Leave Administration
  • Administers employee benefit programs, including health, dental, vision, life, disability, retirement/deferred compensation, flexible spending, health savings, wellness, and related programs.
  • Coordinates benefit changes, employee communications, annual enrollment, vendor/provider transactions, and COBRA administration.
  • Administers and coordinates employee leave programs, including FMLA, ADA accommodations, workers' compensation, and other applicable leave programs.
  • Provides employees and supervisors with guidance regarding benefit and leave procedures and requirements.
Employee Relations and Performance Management
  • Provides guidance and support to employees, supervisors, and department leaders regarding employee relations, performance management, and HR policies and procedures.
  • Supports the Human Resources Director with employee relations matters, investigations, corrective action, performance improvement plans, and other employment-related matters.
  • Assists supervisors and department leaders with performance evaluations, documentation, and the consistent and appropriate application of HR policies and procedures.
Compliance and Policy Administration
  • Supports administration and implementation of applicable federal, state, and local employment requirements and City HR policies, procedures, and rules.
  • Maintains compliance documentation, tracking, reporting, and records and assists with audits and other regulatory or administrative requirements.
  • Supports unemployment claims, workers' compensation matters, and other employment-related claims and processes.
  • Assists with the review, communication, and implementation of updates to HR policies, procedures, employment rules, and employment-related agreements.
  • Maintains knowledge of applicable employment requirements and identifies compliance matters requiring review by the Human Resources Director.
Training, Development, and Employee Programs
  • Coordinates and supports employee training, development, orientation, compliance programs, wellness initiatives, and other HR programs.
  • Supports training logistics, communications, materials, attendance tracking, and program administration.
  • Assists with planning and administration of the City's Employee Benefits and Wellness Fair and related employee programs.
Recruitment and Onboarding Support
  • Supports recruitment activities as needed and coordinates with the HR & Recruitment Specialist and hiring departments to support the transition from selection through employment.
  • Provides HR support for onboarding, including benefits, policies, employment documentation, and orientation.
  • Assists with recruitment and onboarding during periods of increased hiring or staffing needs.
Departmental Support
  • Supports the Human Resources Director with HR initiatives, organizational priorities, workforce programs, and special projects.
  • Identifies opportunities to improve HR processes and supports implementation of approved improvements.
  • Maintains confidentiality and discretion when handling sensitive employee, medical, investigative, and organizational information.
  • Performs other duties as assigned to support the effective operation of the Human Resources Department.
WORKING CONDITIONS, ENVIRONMENT AND POSITION-RELATED HAZARDS

Work is performed primarily in an onsite office environment with regular interaction with employees, supervisors, department leaders, applicants, benefit providers, and the public. The position requires the ability to manage multiple priorities and maintain confidentiality when handling sensitive employee and organizational information.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Bachelor's Degree in Human Resources Management, Public Administration, Business Administration, or a closely related field and three (3) or more years of progressively responsible Human Resources experience, or an equivalent combination of education, training, and experience sufficient to successfully perform the essential duties of the position. Professional HR certification such as IPMA-CP, SHRM-CP, or PHR is desirable.
