Job summary

City of Las Cruces seeks an experienced housing programs professional to coordinate HUD/EDI initiatives, manage grants, and ensure compliance with federal and city requirements. The role supports affordable housing initiatives, oversees multi-agency coordination, and monitors reporting and client eligibility.

Qualifications

• Bachelor's degree in Construction Management, Finance, Planning, or related field and three (3) years experience in housing programs, real estate, urban planning, or mortgage lending.
• Valid Class D driver's license is required and driving record must be acceptable per City policies.
• Knowledge of HUD housing program regulations, CFR, and HUD standards and procedures; familiarity with grant-funded project management and reporting requirements.
• Ability to interpret real estate laws, HUD documents, housing codes, and ensure compliance with applicable policies and procedures.

Responsibilities

• Develops, coordinates, and implements HUD/EDI housing development and affordable housing programs; handles payments, balances, and accounting.
• Assists eligible applicants and informs outside agencies of available funding opportunities; connects clients with community resources.
• Advises multi-family project developers on subdivision and planning codes; supports design processes for large future developments.
• Monitors and administers programs to ensure compliance with Federal regulations and contracts; conducts meetings and provides technical training.
• Maintains client records to meet HUD and City standards; prepares budgets and administrative controls; submits monthly, quarterly, and annual reports.
• Verifies participant eligibility under Federal regulations; provides training to participants and service providers; handles tenant/landlord issues.
• Serves on housing committees to evaluate best practices for affordable housing and related services.
• Evaluates housing needs for Home Rehabilitation Program participants; identifies code deficiencies and scope of work; orders inspections.
• Oversees grant-funded services by outside agencies; coordinates procurement and monitors compliance with standards and regulations.
• Assists staff with routine tasks; prepares reports and presents housing development program information.
